NEW DELHI  The Union Ministry of power led Bureau of Energy Efficiency (BEE) has announced that State level Steering Committee (SLSC) model of Andhra Pradesh is being followed by majority of the States (18 States) across the country for effective implementation of energy conservation and energy efficiency activities for achieving substantial savings in energy , strengthening the sustainability of economy and ultimately helps for achieving the National climate change targets by reduction of greenhouse gas emissions.

During the Foundation Day celebrations of BEE on 1st March-2023 at Scope complex in New Delhi, the Director General(DG) of BEE Abhay Bakre said that 18 States including major states like Uttar Pradesh, Karnataka, Madhya Pradesh, Rajasthan, Punjab, Odisha, Haryana, Bihar, Chandigarh, TamilNadu, Uttarakhand, Telangana, Tripura etc are following the model of Andhra Pradesh and Kerala in constituting State Level Steering Committee(SLSC) headed by chief secretary to the government involving all the key departments for effective monitoring and implementation of energy efficiency programs at all levels in the State, DG BEE said.

Andhra Pradesh has constituted State Level Steering committee (SLSC) around 2 years ago. This significant step helped Andhra Pradesh State Energy Conservation Mission (APSECM), the State Designated Agency (SDA) of AP to excel in energy efficiency and reach many milestones.

According to BEE, Recognizing the exemplary performance of Chief Executive Officer of APSECM A Chandrasekhara Reddy and immense contribution of APSECM in coordinating, regulating and enforcing the provisions of the Energy Conservation (EC) Act at State level and vital role being played in carrying out energy conservation & energy efficiency activities and implementing different schemes formulated by the Central Government, the Director General of BEE, Abhay Bakre along with Libby Green, Climate and energy  lead, British High Commission, MD EESL Vishal Kapoor, Deputy Director General BEE Ashok kumar  has felicitated CEO APSECM as a token of appreciation.

“BEE,GoI acknowledges valuable contribution rendered by A Chandrasekhara Reddy, CEO of AP State  Energy Conservation Mission(APSECM) created under EC Act for carrying out energy efficiency activities in the state of Andhra Pradesh. On this occasion, I take the honor of thanking you for your excellent performance and collaborative support to BEE, GoI. Under your able leadership and guidance many young minds bloomed and you have shown them the noble path of energy conservation and energy efficiency. We wish you all the very best for your future endeavors and hope that you will continue to work on the part of energy efficiency”, said DG BEE .

“The persistent efforts and passion for energy efficiency helped APSECM to win National Energy Conservation Award 2022 (1st Prize) from Hon’ble president of India which is the highest award in the country. In series of its successful implementation of various energy efficiency programs, the BEE held investment bazaar conference with the support of AP Govt. through APSECM in Visakhapatnam for the first time in country. This Vizag program paved the way for other States to organize similar investment bazaars and ultimately helped in identifying 73 energy efficiency financing projects worth of Rs. 2500 Cr from all the States, out of which around 30 energy efficiency projects were identified by BEE facilitation centre worth Rs.400 crore and AP stood as front runner state in identifying energy efficiency financing projects. BEE will fully support Andhra Pradesh in realizing the identified energy efficiency projects worth of Rs.400 Cr in a phased manner. ”, DG BEE said. 

“I congratulate State Designated Agencies of all States for their proactive role in taking up progressive steps towards implementing energy efficiency activities in their respective States. BEE moots for facilitating world class emerging energy efficiency technologies to all the States for reaching 150 million tonnes of oil equivalent (Mtoe) savings by 2030, which equals 750 billion units of electricity worth reducing 887 million tonnes of CO2”, said DG BEE.

As per the preliminary assessment of BEE, out of the total energy demand of 65830 MU per annum in the State, energy saving potential of Andhra Pradesh is estimated to the tune of 26 %(16875 MU) worth of Rs.11779 Cr by implementing different energy efficiency programs covering various sectors of the State. AP has achieved energy savings of 5608 MU worth of Rs.3914 Cr annually for the last 3 to 4 years by implementing several energy efficiency programs, out of which substantial savings of energy to the tune of 3430 MU were achieved through Govt. of India mandatory Perform, Achieve & Trade (PAT) scheme alone. Still there is a potential to tap around 11,200 MU energy savings worth of Rs.7800 Cr in a phased manner to avoid wastage of energy and protect the environment by reducing CO2 emissions.

The innovative IoT based power monitoring device project which is a unique model introduced by APSECM and implemented in 65 MSME units was recognized across the country. AP has been successful in implementing energy efficiency measures in large industries through Perform, Achieve & Trade (PAT) scheme and saved around 1.205 Mtoe (comprising all types of fuels like coal, oil, gas, electricity etc). 

Secretary BEE R K Rai termed Andhra Pradesh State Energy Conservation Mission (APSECM), the State Designated Agency (SDA) of AP as the torch-bearer of energy efficiency movement among all the SDAs which is playing a proactive role in conducting various awareness programs at large scale and penetrate them to the grass root level, duly involving industries, farmers, NGOs, Self Help Groups Employees and students etc.

While thanking DG BEE and Secretary BEE for recognizing the efforts and providing financial & technical support to APSECM, the CEO APSECM who participated in the BEE foundation program, said that substantial reduction of energy and national level recognition for APSECM was possible with the unstinted support of Chief Minister Y S Jagan Mohan Reddy, Energy Minister Peddireddi Ramachandra Reddy and all kinds of stakeholders in general.

He also thanked AP Electricity Regulatory Commission, Chief Secretary to Govt. and Chairman APSECM K S Jawahar Reddy, Special Chief Secretary Energy & Vice-Chairman APSECM K Vijayanand, CMD APTRANSCO B Sreedhar, CMDs of DISCOMs for their guidance and support in strengthening and supporting APSECM activities. CEO said that there is a need to strengthen and give a push to energy efficiency by taking immediate initiative to involve all the departments to achieve the State energy efficiency target of 6.68 million ton of oil equivalent by 2030 set by BEE, GoI .

Stressing the need of building an energy efficiency movement in the State, the CEO said that the ultimate goal of the State govt. to achieve cost effective power may be fulfilled with various best practices in power sector including implementation of energy conservation and energy efficiency in the State. Even the common consumer in the State, local bodies and government institutions would get benefit with the measures of energy conservation and energy efficiency apart from protecting the environment which is the global phenomenon, CEO said.

Ms Libby Green, Climate and Energy Lead, British High Commission, New Delhi, BEE DDG Ashok kumar, Secretary R K Rai, Directors of BEE Milind Deore, Saurabh Diddi, Sunil Khandare, Arijit sengupta, Vineeta Kanwal, Joint Director Abhishek Sharma, representatives from proactive SDAs and other officials have also participated in the BEE Foundation day.
