 In order to achieve the Nationally Determined Contribution (NDC) goals and transition to a net-zero economy by 2070, the Union Ministry of Power led Bureau of Energy Efficiency (BEE) emphasized the immediate need for tracking of energy efficiency progress and outcomes periodically through State Energy Efficiency Index (SEEI) towards managing energy footprint of all the States, driving energy efficiency policies and programmes at the state and local level.

As per the very latest State Energy Efficiency Index-2022 which was launched by Union Minister for Power R K Singh, Andhra Pradesh stood as Front Runner State achieving more than 60 points score in index and showed the most improvement in energy efficiency parameters since the last SEEI (index). Four other States Karnataka, Kerala, Rajasthan and Telangana also fall under Front runner category along with AP.

Andhra Pradesh received 77.5 points in SEEI-2022. The state improved by 53 per cent compared to its SEEI 2020 score of 50.5.The major accomplishments of the state to achieve a higher SEEI score are the notification of the Energy Conservation Building Code (ECBC) and amendments to building byelaws in 123 Urban Local Bodies (ULBs) as well as the Eco-Niwas Samhitha (ENS) trainings in the building sector, energy audits in Micro small and medium enterprises (MSME) clusters, introduction of 296 E-vehicles in Govt. Depts. and another 100 E-vehicles in AP State Road Transport Corporation for Government use etc.

Disclosing the above, during a virtual meeting with all the State Designated Agencies (SDAs) on progress of energy efficiency activities, the Director General of BEE Abhay bakre said that collaboration between central and state governments, judicious resource allocation, policy alignment and regular tracking of states energy efficiency progress through SEEI is essential to contribute effectively to the nation's climate commitments and ensure sustainable development with Energy Transition.

DG said that the State energy efficiency index developed by BEE in association with Alliance for an Energy-Efficient Economy (AEEE), New Delhi assesses the annual progress of states in energy efficiency implementation, for FY 2020-21 and 2021-22. The SEEI-2022 has an updated framework of 50 indicators aligned with national priorities. Programme-specific indicators have been included this year to track outcomes and impacts of state-level energy efficiency initiatives.

The SEEI develops energy efficiency program ideas, improves data collection and enables cross-state collaboration. It helps the States in identifying the areas for improvement, learn and implement best practices, and adopt an economy-wide approach to energy efficiency implementation. It aim at driving de-carbonization efforts and achieve a more sustainable future by prioritizing energy efficiency.

DG further said that the index is designed to help track progress on state goals for energy savings and reduction in emission intensity and its recommendations help states drive change in energy efficiency which will contribute towards the fulfillment of Sustainable development Goals (SDGs) and Nationally Determined Contributions (NDC).

The DG congratulated Andhra Pradesh State Energy Conservation Mission (APSECM), Energy dept, Govt. of AP  and other State Designated Agencies of the front runner States in SEEI-2022 for their proactive role in taking up progressive steps and passion towards implementing energy efficiency activities. 

While thanking DG BEE for recognizing the efforts of APSECM and continuous support to the State of Andhra Pradesh in energy efficiency front, Special Chief Secretary Energy K Vijayanand said that substantial improvement in SEEI -2022 score and becoming front Runner State was possible with the unstinted support of Chief Minister Y S JaganMohan Reddy, Energy Minister Peddireddi Ramachandra Reddy and all other stakeholders in general.  Special CS Energy also said that the State Govt. would re-double its efforts in accelerating energy efficiency activities which will have major impact on economy and environment.

Highlighting few of the best practices adopted by Andhra Pradesh, CEO APSECM said that AP stood as top state in identifying maximum number of energy efficiency financing projects to the tune of around 30 energy efficiency projects worth Rs.400 crore that were identified by BEE facilitation centre out of the total 73 energy efficiency financing projects worth of Rs. 2500 Cr from all the States. The innovative IoT based power monitoring device project which is a unique model introduced by APSECM implemented in 65 Micro Small Medium Enterprises (MSME) units was recognized across the country. AP has been successful in implementing energy efficiency measures in large industries through Perform, Achieve & Trade (PAT) scheme and saved around 1.205 Mtoe (comprising all types of fuels like coal, oil, gas, electricity etc).

The State has constituted State Level Steering Committee (SLSC) headed by chief secretary to the government involving all the key departments for effective monitoring and implementation of energy efficiency programs at all levels in the State which is being followed by around 18 other States in the country, CEO said.
