Indian Railways (IR) has announced plans to manufacture 17,500 Non-AC General and Sleeper Coaches to accommodate the growing demand for affordable travel. This initiative, part of the broader Rail Budget 2025, aims to improve the travel experience for low-income passengers while addressing the increasing pressure on railway infrastructure.
Railway Minister Ashwini Vaishnaw had earlier emphasised a balanced approach to train production, ensuring that both economically weaker sections and premium travellers benefit. He reiterated that Indian Railways would maintain a 2:3 ratio for non-AC coaches and 1:3 for AC coaches. Additionally, the national transporter has initiated a special manufacturing program to increase the availability of general coaches across the country.
Indian Railways has also ramped up the production of Amrit Bharat trains, a new generation of non-AC trainsets developed by the Integral Coach Factory (ICF) in Chennai. The government has committed to manufacturing 100 such trainsets to provide affordable, comfortable, and modern travel experiences.
"Non-AC Amrit Bharat trains with advanced features for affordable journeys have been introduced by Indian Railways. 100 such trains are currently under manufacturing," the Railways stated.
As part of its continued focus on passenger safety, Indian Railways has planned a complete transition from ICF (Integral Coach Factory) coaches to LHB (Linke-Hofmann-Busch) coaches over the next five years.
This transition is being done in a phased manner, prioritising high-density corridors and routes with maximum footfall.
The Union Budget 2025-26 has allocated a record ₹2,65,200 crore to the Ministry of Railways, reinforcing the government’s commitment to modernising railway infrastructure.
With these initiatives, Indian Railways is set to enhance efficiency, improve safety, and provide better services to millions of passengers while ensuring affordability remains a priority.

The Modi government is anticipated to announce record capital expenditure in infrastructure, particularly in highways and Indian Railways, to accelerate economic growth. However, chaos erupted in Parliament as Opposition members staged protests at the beginning of Sitharaman’s Budget presentation.
The Rail Budget 2025 underscores the government's long-term vision for revamping India’s railway network. By increasing the production of Non-AC General and Sleeper Coaches, launching Amrit Bharat trains, replacing outdated ICF coaches, and investing heavily in infrastructure and safety, Indian Railways is taking major strides toward creating a faster, safer, and more inclusive rail system.
