Central information commissioner Heeralal Samariya advises States for adoption of global energy efficient and low-carbon technologies

NEWDELHI : Emphasizing the immediate need to combat climate change, the commissioner of Central Information Commission suggested all States to scale up energy efficiency through accelerated adoption of global energy efficient and low-carbon technologies that would ultimately contribute towards the National Climate Change targets (Panchamrit) of reducing one billion tonnes of carbon emissions by 2030 and Net zero emissions by 2070.

As part of series of meetings with eminent personalities at state and national level to take valuable inputs on the noble cause of energy efficiency and addressing climate change, Andhra Pradesh State Energy Conservation Mission (APSECM), Energy dept officials interacted with Central Information Commissioner Heeralal Samariya at New Delhi who has a vast experience in power sector of erstwhile Andhra Pradesh and was former secretary of Union Ministry of labor and employment.

Heeralal samariya said that Energy efficiency will assist all state governments in achieving energy security, contributing to opportunities to expand economies, create jobs, reduce energy consumption, and cut greenhouse gas emissions. “Addressing climate change is everybody’s responsibility. Central Government, State governments or Non Government Organizations are not the only responsible entities combating climate change. Elite people in the field of energy efficiency should come forward to make the communities, organizations and people understand the need for energy conservation, water management and environmental protection” commissioner said.

He also said that the Concept of Panchamrit (Climate change goals of Nation) has come into existence which was announced by Hon’ble Prime Minister Sri Narendra Modi in COP-26 that has made India a special Nation among other countries for its strong commitment to address climate change. “In my view, the Panchamrit is like an Amrit for future generations for sustainability of energy and natural resources. To achieve the Panchamrit goals, there is a significant need to enhance energy efficiency in multifold ways as it would contribute to address climate change by 50 per cent.”, Commissioner said.  

He further said that the concerted efforts from all states are critical in making India one of the leading nations in the world for energy efficiency.  Even at the state level, collaboration among all departments will help states in becoming more energy efficient. Energy efficiency is one of the most effective approaches to ensure future energy security and meet future energy demand.

He has appreciated the efforts of Ministry of power in general and Bureau of Energy Efficiency in particular apart from Energy Efficiency Services Limited (EESL), GoI for their support to State Designated Agencies in all the States for promoting energy efficiency on a mission mode. He said that other agencies like and AEEE (Alliance for an Energy Efficient Economy) which has played key role in designing the State Energy Efficiency Index (SEEI) for States, Central Board of Irrigation and Power (CBIP), Confederation of Indian industries (CII), Federation of Indian Chambers of Commerce and Industry(FICCI) etc., should also be deeply involved in energy efficiency movement to support all the States to reach the desired National goals.

The energy efficiency programs and policies being adopted by all States would not only help in reducing peak demand and providing 24x7 quality and reliable power supply to consumers, but also support in enhancing economy of the State and create employment opportunities.   Having vast experience in power sector, the commissioner emphasized the need for all states to adopt best practices in the area of power transmission, distribution, renewable energy generation, cost effective power purchases, effective metering system etc., which would  support the States in achieving 24x7 high qualitative and reliable power supply. 

While APSECM officials explained about steps taken by State Government towards promoting energy efficiency in AP, the commissioner of Central Information Commission appreciated the persistent efforts and proactive initiatives of AP government in the area of energy conservation and energy efficiency.  The Commissioner also appreciated all other proactive States for their consistent efforts towards implementing energy conservation and energy efficiency programs in their respective States.

He assured that the Central information commission will fully support the noble cause of energy conservation that helps to address climate change which ultimately helps for future generations.
