Union Budget 2026 Halwa Ceremony marks the final stage of Budget preparation

The Halwa Ceremony is a long-standing ritual held by the Ministry of Finance a few days before the Union Budget is presented in Parliament. It marks the beginning of the final and most confidential stage of Budget preparation.This ceremony signals that months of consultations with ministries, economists, regulators and industry bodies have concluded, and major policy decisions, tax proposals and allocations have been finalised. Preparing and sharing halwa symbolises good intent, unity and auspicious beginnings. 

The ceremony takes place in North Block, where a large vessel of halwa is cooked and served to officials involved in drafting the Budget, acknowledging their contribution and effort. After the Halwa Ceremony, selected finance ministry officials enter a strict lock-in period. They remain inside secure premises until Budget Day to maintain complete confidentiality. 

During the lock-in phase, officials face restricted phone access, no external communication and heightened security protocols to prevent leaks of sensitive fiscal information

The Halwa Ceremony has been part of India’s Budget process for decades. Even as Budget presentations evolved from briefcases to tablets, the ceremony has remained unchanged.
