The Tenth Meeting of the State Coordination Forum (SCF) was conducted at APERC office, Vidyuth Niyantrana Bhavan at Kurnool to obtain a formal approval to the State Electricity Plan for the 5th Control period covering five financial years from FY 2024-25 to FY 2028-29. Sri. Thakur Rama Singh Chairman (i/c) & Member/Tech, Hon’ble APERC presided over the meeting and the Chief Secretary, Govt. of Andhra Pradesh who is also the Chairman and Managing Director (CMD) of AP Transco has convened the Meeting.
The AP Transco which is the State Transmission Utility (STU) is responsible under the provisions of APERC Load Forecast and Resource Plan guidelines to prepare and publish a State Electricity Plan once in every five years. As per Chapter-V of APERC Guidelines for Load Forecast, Resource Plans and Power Procurement issued in December 2006, APTRANSCO has to formulate a State Electricity Plan in co-ordination with APGenco & AP Discoms for the promotion of Generation, Transmission, Distribution and Supply of Electricity and notify the same once in the Control Period under consideration for tariff review. The State Electricity Plan would be used as a reference document by all stakeholders and it also assists CEA in planning the National Electricity Plan or any other Plan requiring inputs from the State. In pursuant to the prevailing regulations, the
APERC has issued order on Load Forecast & Resource Plans of the Licensees for the 5th control period covering FY 2024-25 to FY 2028-29 on 27th June 2024. In the earlier meeting held on 21st October 2024, the APERC has directed AP Transco to incorporate the newly issued Integrated Clean Energy Policy (ICE)-2024 by the State Government into the State Electricity Plan. Accordingly, AP Transco has made the required changes to the State Electricity Plan and placed before the forum in today’s meeting for elaborate discussion and approval. The ICE policy envisions transforming the State into a Renewable & Pumped Hydro Storage hub in the Country.
AP Transco is expecting an additional load to the extent of 10800 MW over and above already factored in the approved Resource Plan. The forum has done due diligence of the State Electricity Plan prepared by AP Transco and has accorded approval for publication of the same. The Hon’ble Chairman APERC, stressed the need to expedite the pending Substation / Line works in the power utilities to supply uninterrupted power to the consumers in the State during forthcoming RABI season and Summer. Concern was expressed by the Commission on the increased number of electrical accidents and the necessity to augment the safety measures and revamp the distribution system.
The utilities are directed to ensure that the accident cases are reduced and the compensation be accorded all deceased persons as per the Regulation. Sri. Santosha Rao CMD/APSPDCL and Sri. Ashok Kumar Reddy, Chief Engineer/Generation / AP Genco and Mr. Rohit Chhabra, General Manager from NTPC attended the meeting.
