The Cabinet expressed solidarity with Operation Sindhoor being conducted under the leadership of Prime Minister Sri Narendra Modi against terrorism. The Cabinet commended the strength and valour demonstrated by the Army in this operation.
1. General Administration Department (State Reorganization)
The Cabinet approved the proposal to amend Section 5 of the AP Reorganization Act, 2014, to officially name the capital of the divided state of Andhra Pradesh as "Amaravati."
2. Municipal and Urban Development Department
The Cabinet approved a proposal to undertake 281 works in all municipal corporations through the SNA-SPARSH platform under the Concessionary Hybrid Annuity Model (CHAM) as part of the Amrut-2.0 program's State Water Action Plan (first & second phases). The Cabinet also approved 12 types of proposed regulations related to these works. This policy will facilitate the large-scale creation of infrastructure in all municipal corporations in the state.

The Cabinet approved a proposal to increase the block period from five years to ten years when considering a contractor's past experience for registering an agency/individual as a contractor.

The Cabinet approved a proposal to amend the orders issued in G.O.Ms.No.16, Water Resources (Projects.II) Department, dated 08.04.2025, regarding the Board of Directors for the establishment of "Jalaharati Corporation" as a Special Purpose Vehicle with 100% state ownership under the Companies Act, 2013.

The Cabinet approved a proposal for administrative approval of 7,174 operation and maintenance works for large, medium, and small irrigation resources amounting to Rs.345.39 crores for the year 2025-26, and permission to issue short-term tender notices for works exceeding Rs.10.00 lakhs within 7 days where water users' associations are not available.
6. Water Resources Department
The Cabinet approved a proposal to allow farmers to excavate and transport soil from small irrigation tanks at their own expense for non-commercial purposes.
7. Labor, Factories, Boilers & Insurance Medical Services Department
The Cabinet approved a proposal to withdraw the "Industrial Disputes (Andhra Pradesh Amendment) Bill, 2019" which was pending Presidential approval.

The Cabinet approved a proposal to withdraw the "Labor Laws (Andhra Pradesh Amendment for Compounding of Offences) Bill, 2019 (L.A. Bill No.9 of 2019)" pending with the Union Ministry of Home Affairs, New Delhi.
9. Labor, Factories, Boilers & Insurance Medical Services Department
The Cabinet approved a proposal to withdraw the "Factories (Andhra Pradesh Amendment) Bill, 2019" pending with the Union Ministry of Home Affairs, New Delhi.
10. Animal Husbandry, Dairy Development and Fisheries Department
The Cabinet approved a proposal to increase the fishing ban relief from Rs.10,000/- to Rs.20,000/- per family during the prohibition period from April 15 to June 14, benefiting fishermen with a total sum of Rs.258.35 crores in this financial year. The Cabinet also approved renaming this scheme as "Marine Fishing Ban Relief" from the 2025-26 financial year.
11. Revenue (Lands) Department
The Cabinet approved a proposal to allocate 191.64 acres of land (150.00 acres in Survey No.307 and 41.64 acres in Survey No.308) in K.Bommepalli village, Kondapuram mandal, YSR district to NREDCAP on a lease basis for establishing a 1000 MW Pumped Hydro Storage Power Project by M/s Adani Green Energy Limited. The lease rate was set at Rs.31,000 per acre per year with a 5% increase every two years for the project period (40 years operation and 6 years construction, totaling 46 years).
12. Revenue (Lands) Department
The Cabinet approved a proposal to allocate 5.00 acres of government land in Survey No.1 of Chirrayanam village, Katrenikona mandal, Dr. B.R. Ambedkar Konaseema district to M/s Plutus Aqua LLP for establishing a mud crab hatchery. The land will be leased for 15 years at Rs.2.50 lakhs per acre per year after payment of market value.
13. Revenue (Lands) Department
The Cabinet approved a proposal to transfer 1.95 acres of land in Survey No.277/7B, B.Tandrapadu village, Kurnool Rural mandal to Indian Oil Corporation Limited for establishing an LNG Hub for the City Gas Distribution Project. The land will be transferred after payment of the market value at Rs.61,23,516 per acre as per BSO 24 and G.O.Ms.No.571, Revenue Department, dated 14.09.2012. The proposal also includes the conversion of land use from mixed and residential to industrial use in the Kurnool Urban Development Authority's approved Master Plan.

The Cabinet approved a proposal to transfer 18.70 acres of government land in Survey No.101/1, Annavaramvillage, Bheemunipatnam mandal, Visakhapatnam district to the Andhra Pradesh Tourism Authority, Vijayawada for construction of a Beach Resort and Convention Center.
15. Revenue (Lands) Department
The Cabinet approved a proposal to allocate 18.70 acres of government land in Survey No.221, Palarllapalle village, Kuppam mandal, Chittoor district to APIIC free of cost for setting up an industrial park as per G.O.Ms.No.106, Revenue (Assignment-I) Department, dated 16.03.2017.
16. Revenue (Endowments) Department
The Cabinet approved a proposal to upgrade the Deputy General Manager (IT) post in TTD's IT Wing to General Manager (IT) and fix the salary scale equivalent to that of a Superintending Engineer in TTD at Rs.1,01,970-1,74,790 (RPS-2022).
17. Revenue (Endowments) Department
The Cabinet approved a proposal to establish an Urban Design & Planning (UDP) Cell in TTD and create 8 new posts for the proposed UDP Cell.
18. Youth Affairs, Sports, Tourism & Culture Department (Tourism)
The Cabinet approved the Employment Incentive Policy as part of the AP Tourism Policy 2024-29. Through this policy, a total expenditure of Rs.24.70 crores will be provided as employment generation incentives to organizations creating jobs in the tourism sector over the next five years.
19. Youth Affairs, Sports, Tourism & Culture Department (Tourism)
The Cabinet approved a proposal to allocate a budget of Rs.78.00 crores to AP Tourism Authority under HoA:380-387 Grants-in-Aid for organizing programs and events for the 2025-26 financial year.
20. Energy Department
The Cabinet approved previous decisions to provide a mid-term loan (MTL) of Rs.650.00 crores from APGENCO to APPDCL to prevent the latter's assets from being declared as Non-Performing Assets (NPA).
21. Urban Development & Municipal Administration Department
The Cabinet approved a proposal authorizing the Commissioner of Andhra Pradesh Capital Region Development Authority (APCRDA) to approve short tenders for four works worth Rs.1,732.306 crores, issue contracts to L1 bidders, and implement decisions approved by APCRDA Authority through resolutions 529/2025 to 532/2025.
22. Urban Development & Municipal Administration Department
The Cabinet approved a proposal to authorize the Chairperson & Managing Director of Amaravati Development Corporation Limited, Vijayawada to approve L1 bids for two package works:
(a) Package XXXXI - E15 Road extension up to Old National Highway Mangalagiri (Rs.72.79 crores)
(b) Package XXXXII - E13 Road extension up to National Highway-16 (Rs.400.56 crores) The approval includes issuing work orders to L1 bidders and implementing proposal through APCRDA Authority Resolution No.536/2025.
23. Urban Development & Municipal Administration Department
The Cabinet approved an administrative sanction proposal for Rs.560.57 crores for Package XXXXIII under the Amaravati Capital City Development Program funded by the World Bank and Asian Development Bank. The work includes Design, Build and Operate (DBO) method with additional supplementary works and maintenance.
24. Urban Development & Municipal Administration Department
The Cabinet approved a proposal for administrative sanction of Rs.494.86 crores for Package XXXXIV under the Amaravati Capital City Development Program funded by the World Bank and ADB. This includes other ancillary works, SCADA, AI-based water management system-Digital Twin, and 5 years of operation and maintenance for total water supply (up to pumping water to WTP) in Amaravati, Andhra Pradesh through Design, Build and Operate (DBO) method.
25. Urban Development & Municipal Administration Department
The Cabinet approved an administrative sanction proposal for Rs.593.03 crores for Package XXXXV for the construction of E3 Road (Phase III) extension with a 6-lane elevated corridor along with interchange connecting to National Highway-16, bridges, underpasses, and utilities in Andhra Pradesh. This administrative approval will help improve the road network in the Amaravati Capital City region and contribute to the development of transportation facilities to nearby areas.
26. Urban Development & Municipal Administration Department
The Cabinet approved a proposal to authorize the APCRDA Commissioner to take appropriate actions in accordance with the recommendations of the 17th meeting of the Ministers' team regarding review of land allocations to various institutions in the CRDA area, as per the Amaravati Land Allotment Rules 2017 and Amaravati Land Allotment Regulations 2017. The main objective of this review is to ensure integrity, transparency, and efficient utilization of land allocations.
27. Urban Development & Municipal Administration Department
The Cabinet approved proposals for:
(i) M/s Varun Hospitality Private Limited to execute agreement in its own name instead of M/s Varun Hospitality Private Limited and its consortium
(ii) M/s Om Sri Bhavana Sai Associates to execute agreement in its own name instead of Om Sri Bhavana Sai Associates LLP which has an association with the Hyatt brand.
28. Investments and Infrastructure Development Department
The Cabinet decided to increase land acquisition compensation from Rs.16 lakhs to Rs.20 lakhs per acre for the industrial hub being constructed by AP Maritime Board in Ravuru village, Gudluru mandal, Nellore district. This increase of Rs.4 lakhs per acre demonstrates that this is a farmer-friendly government that prioritizes farmers' welfare. This compensation increase will accelerate land acquisition and help establish port-based industries, creating employment opportunities and economic development in the region.
29. Investments and Infrastructure Development Department
The Cabinet approved a proposal to transfer lands near the port for industrial purposes, lands acquired by APMB, lands in the process of acquisition, lands to be acquired in the future, and government salt lands to Andhra Pradesh Industrial Infrastructure Corporation (APIIC).
30. Revenue (Lands) Department
The Cabinet approved a proposal to change the classification of 36.00 acres of land in Survey No.2062-3, Nellore Bit-II village, Nellore district from "Penna River Poramboke" to "A.W. Dry" (Assessed Waste Dry) and create a new Survey No.2224 to facilitate a simplified process for granting pattas to residents of Bhagat Singh Colony.
