Carbon credit trading scheme is a market-based approach to reduce Greenhouse gases (GHG) in the environment and mitigate the adverse effects of climate change.
The Government of Andhra Pradesh would fully support the Government of India’s major initiative of carbon credit trading scheme which is a market-based approach to reduce Greenhouse gases (GHG) emissions in the environment and mitigate the adverse effects of climate change.
While welcoming the carbon market and carbon credit concept that would not only have major impact on reducing carbon emissions but also create an opportunity for individuals, companies, and other organizations to reduce or eliminate their carbon footprint, the Chief Secretary to Government K S Jawahar Reddy said the carbon credits trading would undoubtedly be a great boon to deal with global warming and will be a win-win situation for sustainable environment with multiple benefits of carbon offsetting projects such as ecosystem management, forest preservation, sustainable agriculture, renewable energy generation etc,.
According to one estimate of Bureau of Energy Efficiency, the State has energy saving potential of around 17,000 MU (25 percent) out of total energy demand of the State. Though there is a huge saving potential, the state government has decided to take serious steps to achieve at least 10 percent of energy saving potential per year in the first phase (1700 MU worth Rs.1200 Cr) for which the State govt. is going to adopt an integrated approach involving all the departments under one umbrella to achieve the desired goals of energy efficiency through reduction of electricity bills for govt. depts. with overall economic benefit to the State and reduce carbon emissions as well.
Disclosing the above during the 11th Executive Committee meeting of AP State Energy Conservation Mission(APSECM) on Thursday at AP Secretariat, the chief Secretary of AP, K S Jawahar Reddy who is also the Chairman of APSECM said that the State government has strongly determined to promote energy conservation and energy efficiency programs that would reduce GHG emissions to address climate change and contribute towards State govt. objective of providing 24x7 quality and cost effective power supply to electricity consumers.
The chief secretary said the Chief Minister Y S Jagan Mohan Reddy is committed to provide quality power at global standards to all categories of consumers. “The State has been making efforts to achieve self- sufficiency in energy sector and planning to become a power exporter to other States. The State Government is giving high priority for promotion of renewable energy projects to meet the growing energy demand in future in environmentally sustainable manner.” CS said.
The chief secretary directed Energy Dept for fast track implementation of energy efficiency measures in all government departments to transform all the government buildings into star rated buildings. He asked Energy department to work out a time bound state energy efficiency action plan to involve all the departments such as Municipal Administration, Panchayat Raj, Medical & Health, Endowments, Industries, Social Welfare, School Education and Agriculture etc., to achieve the State energy efficiency target of 6.68 million tonne of oil equivalent (Mtoe) set by Union Ministry of power led Bureau of Energy Efficiency (BEE).
The Chief Secretary appreciated APSECM for its pro-active steps in implementation of IoT based energy efficiency technology in 65 Micro, Small, Medium Enterprises units , mandatory adoption of Energy Conservation Building Code in 123 Urban local bodies, Constitution of energy conservation(EC) cells in 42 government departments, reduction of 1.205 Mtoe energy in large industries through Perform, Achieve, Trade(PAT) scheme that helped Andhra Pradesh to achieve most prestigious National Energy Conservation Award -2022 from President of India.
The Chief Secretary thanked Bureau of Energy Efficiency (BEE), MoP, GoI for its support to the State and directed SECM to initiate all possible measures to make Andhra Pradesh as the most energy efficient state for sustainable economic development.
The Special Chief Secretary of Energy dept K Vijayanand explained about the progress of energy efficiency demonstration projects in Tirumala Tirupati Devasthanam (TTD) where in around 400 Brushless Direct Current (BLDC) fans and 1000 LED tube lights were retrofitted with expected savings of 1.64 lakh units per annum. Similarly, Energy efficiency project in Andhra Pradesh Bhavan in New Delhi has been completed and expected to save around 49000 units per annum worth Rs. 6.25 lakhs.
He said that the proposed State energy efficiency policy shall be circulated in public forum/websites of power utilities for feedback/suggestions before submitting it to Government. APSECM has retrofitted energy efficient appliances such as bulbs, fans, Tube lights with EE appliances in 52 model schools and 3 major hospitals with expected energy savings of 0.84 MU and 1.19 MU respectively, he said
The special CS energy further said that the industrial sector including MSMEs consumes around 20,000 Million units of energy per annum in the State. “In order to promote Energy Efficiency measures in Non-PAT industries (Apart from those industries falling under PAT scheme) and tap the substantial energy saving potential available, there is a need to conduct Investment Grade Energy Audit to identify Energy Saving measures in industries with contracted maximum demand of 1000 KVA or above ”, he said.
CMD APTRANSCO B Sreedhar while briefing about the energy efficiency measures in APTRANSCO, said that APSECM has taken up replacement of obsolete/old conventional appliances with energy efficient appliances in 70 Nos Extra High Tension (EHT) Substations of APTRANSCO with expected energy savings of 2.58 MU worth Rs.187 lakhs per annum.
Explaining about energy efficiency measures in building sector, CEO APSECM proposed to adopt AP Specific Eco-Niwas Samhitha (ENS) for fast track implementation of energy efficiency measures in residential buildings that could save substantial energy consumption through Energy Efficient appliances, natural lighting, ventilation and thermal comfort. He further said that the BEE facilitation center has identified highest number of energy efficiency financing projects in Andhra Pradesh (30 No’s) worth Rs. 400 crore (Constitutes 16 %) out of the total 73 projects worth Rs.2500 crore identified across the country.
Secretary Finance, Special chief secretary, school education, CMD APCPDCL J Padma Janardhana Reddy, CMD APEPDCL, K Santosha Rao and other members have participated in the meeting.
