    AP to showcase Vizag Super ECBC model in the country as support of BEE : Spl CS Energy, K Vijayanand

    Super ECBC buildings aim towards a near zero energy consumption for new commercial buildings

    Super ECBC buildings are 30 to 40 per cent more efficient than that of ECBC compliant buildingsAP will construct the super ECBC model with state-of-art technologies to showcase the advantages of energy efficient buildings to the entire Nation -  Building sector is estimated to account for major portion in increase of energy demand  Around 701 commercial buildings got ECBC compliance as per data available with DTCPSpecial CS energy requests Vizag Municipal Commissioner P Raja Babu to issue building plan approval to APEPDCL for construction of super ECBC building Energy demand in the building sector (commercial buildings) of the State is around 4800 Million Units.     The progressive efforts of the State government in the area of energy conservation and energy efficiency yet again resulted in attracting another “Jewel in the Crown of Andhra Pradesh”. This time the union ministry of power led Bureau of Energy Efficiency has provided financial support to Andhra Pradesh State Energy Conservation Mission (APSECM), State Designated Agency under Energy department for construction of Model Super ECBC (Energy Conservation Building Code) building in Visakhapatnam  which is 30 to  40 per cent more efficient than that of ECBC compliant buildings. These buildings with addition of renewable energy onsite can easily become “Net Zero Energy Building”.

    The super ECBC buildings aim towards a near zero energy consumption for new commercial buildings and are more efficient than the normal ECBC buildings. The ECBC buildings take 25 per cent less energy while the super ECBC buildings take 50 percent less energy. With addition of renewable energy on-site, the super ECBC buildings can easily become net zero in energy consumption.

    Keeping in view the substantial increase of energy demand by around 7 per cent every year covering all the sectors of the State, it is estimated that the building sector accounts for a major portion in the increase of energy demand  and has considerable saving potential that results in reduction of energy cost and greenhouse gas emissions as well. 

    Recognizing the AP’s initiatives & commitment in promotion of energy efficiency, the BEE has selected Andhra Pradesh along with few other states in the country for the demonstration of super ECBC buildings which can showcase the performance and cost benefit of such buildings. “The State will construct the super ECBC building in Visakhapatnam containing all state-of-art technologies which will become the best model demonstration building that can showcase the advantages of energy efficient buildings to the entire Nation”., said special chief secretary energy of AP, K Vijayanand.

    While reviewing the energy efficiency activities of the building sector with APSECM officials, the special chief secretary energy thanked BEE for its unstinted support to the State for enhancing energy efficiency which helped in saving energy to the tune of around 5600 Million Units(MU) worth of Rs.3800 Crore.

    Special CS thanked Director General of BEE Abhay Bakre and BEE team for their full support for implementation of energy conservation and energy efficiency activities in Andhra Pradesh and said that the government would put maximum efforts to promote energy conservation and energy efficiency in the State.

     

    “In view of the forthcoming G-20 Summit Working Group Committee meeting in March-2023 at Vizag, the decision of BEE to support AP in construction of the Super ECBC building in Visakhapatnam will hold a greater significance”, Special CS said. He also requested Visakhapatnam Municipal Commissioner P Raja Babu to issue building plan approval to APEPDCL for construction of Training Institute building with G+1 Floors in compliance with super ECBC-2017 norms.

    Special CS further said that Andhra Pradesh has adopted  ECBC-2017 code and included it in building bylaws and incorporated ECBC compliance in online development permission management system (DPMS). Moreover, AP is the one and only State in the country that has issued a G.O.Rt.89 for setting up energy conservation cells in all government departments which shows the strong commitment of the government towards making AP the best State for energy efficiency, special CS said.

    Since adoption of  the ECBC code in the state, around 701 commercial buildings got ECBC compliance as per data available with DTCP, MA & UD Dept. The State government wants to see several buildings in the state comply with ECBC norms and develop the ECBC as the instrument for long term energy efficient transformation of the buildings sector.

    The ECBC helps in reduction of energy consumption, electricity bills, HVAC (Heating, Ventilation and Cooling) load, Increase in thermal performance (Improved building performance) and efficient usage of day lighting.

    The energy demand in the building sector (commercial buildings) of the State is around 4800 Million Units. The implementation of energy efficiency measures in the building sector including ECBC is expected to reduce around 25 to 30 percent of energy consumption in the building sector and strengthen energy efficiency in the State. The ECBC provides present as well as futuristic advancement in building technology.

    The special CS said that the energy efficiency can reduce additional demand for electricity generation, encourage judicious usage of power, help for cost effective and quality power and reduce electricity bills to consumers. “It also helps for the prime objective of Chief Minister Y S Jagan Mohan Reddy to achieve cost effective power that promotes development of the State,” he said.

    With the adoption of ECBC 2017 for new commercial building construction throughout the country, it is estimated to achieve a 50% reduction in energy use by 2030. This will translate to energy savings of about 300 Billion Units by 2030 and peak demand reduction of over 15 GW in a year. This will be equivalent to expenditure savings of Rs 35,000 crore and 250 million tonnes of CO2 reduction.

    CMD APEPDCL K Santosha Rao along with directors of APEPDCL D Chandram, B Ramesh Prasad, AVV Surya Pratap have explained to special CS about the proposed activity of construction of super ECBC building in vizag which is expected to be completed within 9 months.

    Explaining the energy efficiency programs taken up in the building sector of the State, CEO APSECM said that several energy efficiency measures were implemented in 541 Court buildings under Judiciary dept, 100 Model schools under school education dept and one Major Hospital under Health dept.

    As per report of ASCI, there is potential of saving around 800 Million Units worth of around Rs.500 Crs by implementing energy efficiency measures in office buildings under State Govt. departments such as school education, Panchayat Raj, endowments etc., CEO said.
