New Secretary of BEE Milind Deore advises SDAs to adopt latest technologies, policies, set up dedicated organizations, financing mechanism and awareness creation (five key drivers) in full swing
In order to achieve India’s climate change targets (Panchamrit) that includes reduction of one billion tons of total projected carbon emissions by 2030 and achieve net zero emissions by 2070, the Union Ministry of power led Bureau of Energy Efficiency (BEE) advised the State Designated Agencies of all States to implement five point formula (key drivers) to achieve the desired climate change goals of the Nation.
Immediately after assuming the charge as the new secretary of BEE, Milind Deore addressed all the State Designated Agencies (SDAs) on virtual mode and advocated them to adopt five key drivers in full swing with the support of respective State Government departments, that include replication of latest global energy efficiency (EE) technologies, implementation of Stringent EE policies, setting up of dedicated organizations for energy efficiency, and financing mechanism for effective implementation of EE programs and awareness creation on EE to consumers to reach the desired energy efficiency/climate change goals of Nation. He said the five key drivers shall be discussed with Director General of BEE Abhay Bakre and the Competent Authority of BEE soon.
Milind Deore said that “the emerging technological innovations are creating new opportunities for progress of energy efficiency and integrated solutions where efficiency and renewable energy work together to deliver clean energy outcomes at the lowest cost. The future technologies that would impact energy consumption in each of the demand sectors have to be explored by the States. Every sector, every scheme will have specific targets and to achieve those targets, more efforts are required in terms of technology deployment. Seeking latest/global low carbon technologies plays a critical role to achieve emission reduction targets particularly in the industrial and commercial sectors”, he said.
Highlighting the significance of energy auditing and accounting, the Secretary BEE said that as per the orders of Union Ministry of Power, the BEE has issued regulations under Energy Conservation Act 2001 and mandated energy accounting to electricity distribution companies which helps in knowing the detailed information about electricity consumption by different categories of consumers & the transmission and distribution losses in various areas. Energy Accounting will identify areas of high loses and theft and enable corrective action. This will enable the DISCOMS to take appropriate measure for reducing their electricity losses. The DISCOMs will be able to plan for suitable infrastructure up-gradation as well as demand side management (DSM) efforts in an effective manner. This initiative will further contribute towards India’s climate change targets.
“The major objectives of energy accounting are to develop comprehensive energy accounting system to quantify and determine actual losses in the power distribution system, segregate technical and commercial losses, identify areas of leakage, theft, wastage or inefficient use, thereby paving the way for tackling the present challenges of high Transmission and Distribution (T&D) losses. It is also meant to enable and ensure an independent 3rd party energy audit of the distribution system to arrive at a true and fair picture of T&D losses”, he said.
Secretary BEE mentioned about the role of the Energy Conservation and Energy Efficiency Policy that aims at encouraging and promoting the large- scale deployment of Energy Conservation (EC) and Energy Efficiency (EE) measures in the states. This helps boost the State economy and strengthen energy security through various Central and State Government initiatives. Citing example of EE policy, he said that Andhra Pradesh has come up with a draft Energy Efficiency Policy that is expected to save around 16875 million units (25.6 percent) worth of Rs.11779 Crore out of total annual energy demand and is expected to reduce carbon emissions to the tune of around 14.34 million tons of carbon emissions.
Explaining the significance of dedicated organizations at State level for energy efficiency, he said the Standalone SDA model of Andhra Pradesh and Kerala are successful and advised all other states in the country to follow Andhra Pradesh and Kerala model for effective implementation of energy efficiency and energy conservation programs by establishing a standalone/ dedicated Agencies to fully focus on the noble cause of energy efficiency. He also said State level Steering Committee (SLSC) model of Andhra Pradesh is being followed by majority of the States (18 States) across the country for effective implementation of energy conservation and energy efficiency activities.
He further mentioned that the Energy efficiency financing is a highly effective initiative in promoting energy efficiency to achieve emission intensity reduction goals by 2030. The EE financing is important in coming decade because every country, policymaker, department is going to push for the higher objectives that requires huge investments. The energy-saving investment potential of the country is expected to be around Rs 10.02 lakh crore by 2031 under the moderate savings scenario.
He also said that the Director General BEE is going to hold a high level meeting shortly on energy efficiency financing programs particularly in MSME sector and after the meeting, BEE shall take views from various SDAs on energy efficiency financing models. The BEE facilitation center has identified 73 energy efficiency financing projects from Pan-India in past couple of months worth Rs.2500 crore out of which around 30 projects were identified from AP itself worth around Rs.400 crore that stood as pioneer state in identifying energy efficiency financing projects, he said.
Secretary BEE commended the unique initiatives of Andhra Pradesh including IoT based energy efficiency demonstration project implemented in 65 Micro small and medium enterprises and for being the first state to conduct investment bazaar conferences that help in maximizing energy efficiency investments and for constitution of energy conservation cells.
