Andhra Pradesh Cabinet Meeting Highlights: Key Decisions to Propel Development
Amaravati, January 17, 2025:The Andhra Pradesh government, under the leadership of Chief Minister Nara Chandrababu Naidu, convened an e-Cabinet meeting on Friday at the State Secretariat. Several significant decisions were made during the session, focusing on agriculture, energy, urban development, water resources, and revenue reforms. Minister for Information and Public Relations, Minister. Kolusu Parthasarathi, addressed the media to detail the outcomes of the meeting.
Agriculture and Farmer Welfare Initiatives
The Cabinet approved an additional ₹700 crore loan from the National Cooperative Development Corporation (NCDC) to continue Kharif paddy procurement for the 2024–25 season. This is in addition to the ₹6,000 crore loan already secured. The funds will go to the AP State Civil Supplies Corporation Limited (APSCSCL).
The state government has been recognized for its swift payment system, transferring funds to farmers’ accounts within 24 hours of procurement, with some payments made within 6–7 hours. Thus far, 28,083,238 metric tons of paddy have been procured from 4.6 lakh farmers, with payments amounting to ₹6,469 crore.
To address challenges related to moisture content in paddy, the Chief Minister instructed officials to implement a moisture-proof procurement system.
Energy Sector Support for Ferro-Alloys Industry
To protect jobs and sustain operations in the ferro-alloy sector, the Cabinet extended tariff and electricity duty concessions under G.O.Ms.No.26, dated November 16, 2023, until March 31, 2025. This move, costing the government ₹300 crore, will benefit approximately 40,000 employees.
The decision aligns with previous support provided to Nava Bharat Ferro Alloys in Palwancha during the undivided Andhra Pradesh era.
Expansion of Anna Canteens
The Cabinet approved the establishment of 63 new Anna Canteens across 62 Assembly constituencies under Urban Development Authorities at a cost of ₹38.43 crore (₹61 lakh per canteen). These canteens, offering hygienic meals at ₹5, will add to the existing 203 canteens operational in the state.
To ensure efficient management, the Chief Minister proposed forming a dedicated society with a management and advisory committee.
Green Energy and Flood Protection Measures
The Cabinet approved two green energy projects by M/s May Encons (P) Limited:
1. A 1.0 MW mini-hydel plant on the left bank of the Sardar Gowthu Latchanna Thotapalli Barrage project.
2. A 2.7 MW mini-hydel scheme on the right head sluice of the same barrage.
These initiatives are expected to improve local voltage conditions, generate employment, and boost government revenue through water royalties. The Chief Minister emphasized involving SHG women in future projects to promote women empowerment.
Additionally, a ₹294.20 crore flood protection wall along the right margin of the Krishna River downstream of the Prakasam Barrage in Guntur district was approved. This will safeguard flood-prone areas like Sundarayya Nagar and Mahabadu Colony.
Revenue Reforms and Land Development
The Cabinet made several key decisions related to land and revenue:
1. Exemption of stamp duty and registration fees for transferring 2,595.74 acres in CK Dinne Mandal, YSR Kadapa District, and 2,621.15 acres in Orvakal Mandal, Kurnool District, to the Andhra Pradesh Industrial Corridors Development Corporation (APICDC).
2. Extension of the deadline for Urban Land Ceiling (ULC) applications under G.O.Ms.No.84, dated February 24, 2023, until December 31, 2025.
3. Approval of guidelines for distributing house site pattas to BPL families under the “Houses for All” program, allocating 3 cents in rural areas and 2 cents in urban areas.
4. Regularization of houses built on non-objectionable encroached government land as of October 15, 2019.
Strengthening Village and Ward Secretariats
To enhance real-time governance and achieve the Swarnandhra Vision @ 2047, the Cabinet approved rationalizing village and ward secretariats into three categories:
Category A: Population above 3,501 with 8 employees.
Category B: Population between 2,501–3,500 with 7 employees.
Category C: Population below 2,500 with 6 employees.
State and district-level committees will oversee the implementation of these changes.
Other Key Discussions
The Cabinet also reviewed critical issues such as:
Freehold lands.
Removal of properties from the prohibited list under Section 22-A(1)(a) to (e).
Measures to address re-survey irregularities and protect lands for industrial and housing purposes.
