Under the able-guidance of Ministry of Power, BEE has been successful in penetrating energy efficiency across all States in the Country with world class energy efficiency programs like Perform, Achieve & Trade (PAT), Energy Conservation Building Code (ECBC) and Standards & Labeling(S&L) Program.Due to excellent and timely support of union ministry of power led BEE, several States like Andhra Pradesh, Karnataka, Kerala, Rajasthan, Telangana have achieved tangible results in the area of energy efficiency which ultimately helps for ecology, economic development and environmental protection
In view of the ambitious targets of net zero emissions by 2070 and reduction of one billion tonnes of CO2 by 2030 set by Government of India to address climate change, Dr Satish Kumar who is the President and Executive Director of the Alliance for an Energy Efficient Economy (AEEE), New Delhi has opined that it’s high time for all the State governments including Andhra Pradesh to take strong initiatives towards energy efficiency and energy conservation which contributes more than 50 percent for addressing the severe challenge of climate change and helps for betterment of Nation’s economy and posterity.
As part of series of meetings with prominent organizations at National level to take insights in the energy efficiency field, AP State Energy Conservation Mission (APSECM) Officials interacted with AEEE, which is an organization that supports policy implementation and enables the energy efficiency market in India and works on creating awareness about energy efficiency.
In this context, impressed with the tangible results of Andhra Pradesh in the area of energy conservation and energy efficiency, Dr Satish kumar President of AEEE having more than 25 years of rich experience in National and global agencies has cherished the pro-active steps taken by State government particularly the unique initiative of involving all the government departments through constitution of energy conservation (EC) cells.
“The purpose of energy conservation cell is a thoughtful step by AP Govt. to encourage efficient use of energy, ensure reduction of energy consumption as well as electricity bills by effectively implementing energy conservation an energy efficiency activities so that economical burden shall be reduced among the govt. departments. In fact it’s good to know that 9 Secretariat departments, 33 HODs and more than 70 Autonomous organizations have constituted Energy Conservation cells so far in the State of Andhra Pradesh with each energy conservation cell acting as a nodal agency for effective implementation of energy conservation and energy efficiency measures in respective department and organizations.” he said.
“I am appreciating the timely and farsighted initiatives of Andhra Pradesh Govt. for accelerating energy efficiency that helps for enhancing economy, protecting ecology and future generations. I can say constitution of EC cells in the Govt. departments is an excellent step for involving the entire government system which will motivate private industry as well to follow the same. The concept of EC Cells could be replicated by other states as well that could pave the way for better realization of state energy efficiency goals”, Satish kumar said.
He mentioned about the positive comments of Michael Oppermann, top executive of International Energy Agency (IEA) who appreciated the massive housing scheme of AP in a global webinar organized by the BEE for its intent to build around 3 million affordable houses which has potential to create around 2.5 lakh jobs and the role of APSECM towards energy efficiency in Jagananna colonies.” It clearly reflects the pro-active approach of AP government to attract global attention in the area of energy efficiency which contributes towards Panchamrit goals of the Nation”, he said
AEEE in co-ordination with Bureau of Energy Efficiency (BEE) developed the State Energy Efficiency Index (SEEI) covering all demand sectors – buildings, industry, municipalities, transport, agriculture and DISCOMs. Thirty-six states and union territories have been assessed in State EE Index. Based on their efforts and achievements, states have been classified as ‘Front runner’, ‘Achiever’, ‘Contender’ and ‘Aspirant’.
He congratulated Andhra Pradesh for its consistent performance in promoting and implementing energy efficiency and conservation measures for which Andhra Pradesh State Energy Conservation Mission (APSECM), State designated Agency has won 1st prize in the National Energy Conservation Awards-2022 in its group in the State Designated Agency (SDA) Sector and received the award from President of India. The award was presented based on the State Energy Efficiency Index (SEEI) - 2022 score. The state received 77.5 points in SEEI-2022. The state improved by 53% compared to its SEEI 2020 score of 50.5.
As per evaluation of SEEI-2022 Score by AEEE & BEE, the major accomplishments of Andhra Pradesh to achieve a higher SEEI score are ECBC notification and amendments to building byelaws in 123 Urban Local Bodies (ULBs) as well as the Eco-Niwas Samhitha (ENS) trainings in the building sector, energy audits in Micro small and medium enterprises (MSME) clusters, introduction of 296 E-vehicles in Govt. Depts. and another 100 E-vehicles in AP State Road Transport Corporation for Government use etc. He advised APSECM to focus on technological development, technology transfer for the enhancement of energy efficiency in the key sectors that will enhance energy security and economic development of State apart from environmental benefits.
He disclosed that AEEE promotes energy efficiency as a resource and collaborates with industry and government to transform the market for energy-efficient products and services, thereby contributing toward meeting India’s goals on energy security, clean energy, and climate change. AEEE core-activities include promoting the use of low carbon manufacturing technologies (LCMTs) in Industries, support sub-national governments to expand energy efficiency actions through effective policy implementation, stakeholder collaboration, and institutional strengthening and monitoring of energy efficiency interventions. He said AEEE is also keen to collaborate with APSECM for enhancing energy efficiency of Andhra Pradesh.
Thanking AEEE for positive gesture, CEO APSECM explained various energy efficiency initiatives of Andhra Pradesh and said Energy Conservation Cells in all government departments would help to promote efficient use of energy at all levels and achieve energy security along with enormous economic, environmental and social benefits.
