1. Industries & Commerce Department
The Cabinet approved the recommendations of the State Investment Promotion Board (SIPB) regarding investment proposals from M/s. Deccan Fine Chemicals, M/s. Bharat Electronics Limited, M/s. PUR Energy Private Limited, M/s. Blue Jet Healthcare Limited, and M/s. Jupiter Renewables Private Limited. This approval will expedite project establishment in Andhra Pradesh by allocating required lands and enabling provisions for energy, roads, industrial water, and other infrastructure. It will also enable special incentive packages under these policies.
These five companies will bring investments worth Rs. 9,246 crores to the state and create approximately 7,766 employment opportunities. M/s. Deccan Fine Chemicals (India) Private Limited will invest Rs. 1,560 crores in the manufacturing of agricultural chemicals, fine & specialty chemicals, creating 1,800 jobs; Bharat Electronics Limited will invest Rs. 1,400 crores in a defense systems integration complex, creating 800 jobs; PUR Energy will invest Rs. 1,286 crores in an electric vehicle manufacturing center, creating 1,200 jobs; Blue Jet Healthcare Limited will invest Rs. 2,300 crores in APIs/intermediates manufacturing, creating 1,750 jobs; and Jupiter Renewables Private Limited will invest Rs. 2,700 crores in solar cell and module manufacturing, creating 2,216 jobs.
2. Industries & Commerce Department
The Cabinet approved the proposal for decisions taken by the State Investment Promotion Board (SIPB) in its meeting held on 15.05.2025 regarding providing special incentive packages to M/s. Mohan Spintex India Limited and M/s. ATC Tires AP Private Limited. This will enable them to receive special incentive packages in accordance with relevant policies.
These two companies will bring investments worth Rs. 2,261 crores to the state and create approximately 2,125 employment opportunities. Mohan Spintex India Limited will invest Rs. 482 crores in an integrated textile project, creating 1,525 jobs, and ATC Tires AP Private Limited will invest Rs. 1,779 crores in tire manufacturing, creating 600 jobs.
3. Industries & Commerce Department
The Cabinet approved the proposal for decisions taken by the State Investment Promotion Board (SIPB) in its meeting held on 15.05.2025 regarding providing a special incentive package to M/s. Ramabhadra Industries Private Limited (RIPL). This will enable them to receive special incentive packages in accordance with relevant policies.
This project will invest Rs. 228 crores and create 250 employment opportunities. Ramabhadra Industries Private Limited will establish this in the fabric production (weaving) sector.
4. Industries & Commerce Department
The Cabinet approved the proposal for recommendations of the State Investment Promotion Board (SIPB) in its meeting held on 15.05.2025 regarding investment proposals from M/s Wingtech Mobile and Association of Lady Entrepreneurs of India (ALEAP India) to expedite project establishment through land allocations and infrastructure facilities such as energy, roads, water, and other amenities.
These projects will bring a total investment of Rs. 1,066 crores and create 11,598 employment opportunities. Wingtech Mobile Communications (India) Private Limited will invest Rs. 1,061 crores in mobile phone manufacturing, creating 10,098 jobs, and ALEAP will invest Rs. 5 crores in Kuppam Industrial Park, creating 1,500 jobs.

The Cabinet approved the proposal for the Andhra Pradesh Leather & Footwear Policy (4.0) - 2024-30.
6. Infrastructure & Investments Department
The Cabinet approved the proposal for recommendations of the Group of Ministers regarding M/s GVIAL's request for restoration of 500 acres land to the developer of Bhogapuram Greenfield International Airport for city side development.
7. Youth Affairs, Tourism & Culture Department
The Cabinet approved the decisions taken by the State Investment Promotion Board (SIPB) for providing incentives to M/s Varun Hospitality Private Limited, Visakhapatnam, for Taj Gateway Re-development into a 5-star Deluxe Hotel cum Service Apartments at Beach Road, Visakhapatnam.
This project will invest Rs. 899 crores and create 1,300 employment opportunities. Varun Hospitality Private Limited will construct a 5-star Hotel & IT Space in Visakhapatnam.
8. Youth Affairs, Tourism & Culture Department
The Cabinet approved the decisions taken by the State Investment Promotion Board (SIPB) for providing incentives to M/s Shravanthi Hotels & Resorts Pvt. Ltd., Bangalore for Development of IBIS Styles 3-star and Novotel 5-star Cluster Hotel at Tirupati.
This project will invest Rs. 327 crores and create 570 employment opportunities. Shravanthi Hotels & Resorts Private Limited will construct a 3-star & 5-star hotel cluster in Tirupati.
9. Youth Affairs, Tourism & Culture Department
The Cabinet approved the decisions taken by the State Investment Promotion Board (SIPB) for allotment of land and providing incentives to M/s Bengal Ultimate Resorts LLP, Odisha for Development of 5-star resorts at S.V. Puram, Vadamalapeta, Tirupati.
This project will invest Rs. 150 crores and create 350 employment opportunities. Bengal Ultimate Resorts LLP will construct a 5-star resort in Tirupati.
10. Energy Department
The Cabinet approved the proposal from the Energy Department regarding M/s. Nitin Sai Constructions Pvt Ltd's request to set up a 20 TPD Compressed Biogas plant at Thotapalli Village, Agiripalli Mandal, Eluru District.
This project will invest Rs. 150 crores and create 500 employment opportunities. Nitin Sai Constructions Private Limited will establish a compressed biogas production center in Eluru.
11. Energy Department
The Cabinet approved the proposal from the Energy Department regarding M/s. Ecoren Energy India Pvt. Ltd's request to transfer 260 MW Wind Solar Hybrid Power Capacity to the group companies of M/s. Amplus Energy Solutions Pte. Ltd. in Gangadevipalli and Nallaballi areas in YSR District.
This project will invest Rs. 3,941 crores and create 260 employment opportunities. Amplus Energy Solutions Private Limited will establish a Wind-Solar Hybrid Power Project in Kadapa district.
12. Energy Department
The Cabinet approved the proposal from the Energy Department regarding M/s Bondada Engineering Ltd's request to allocate 2000 MW Solar Power capacity at different locations in Ananthapuramu and Sri Sathya Sai Districts.
This project will invest Rs. 9,000 crores and create 3,900 employment opportunities. Bondada Engineering Limited will establish a Solar Power Project in Ananthapuramu & Sri Sathya Sai districts.
13. Energy Department
The Cabinet approved the proposal from the Energy Department regarding M/s. Ecoren Energy India Pvt. Ltd's request to transfer 300.30 MW Wind Power Project at Ralla Anantapur and Kurubarahalli in Ananthapuramu and Sri Sathya Sai Districts to M/s. Deshraj Solar Energy Pvt. Ltd.
This project will invest Rs. 2,920 crores and create 230 employment opportunities. Deshraj Solar Energy Private Limited will establish a Wind Power Generation Project in Ananthapuramu & Sri Sathya Sai districts.
14. Higher Education Department
The Cabinet approved the proposal from the Higher Education Department for promulgation of the "India International University of Legal Education and Research of the Bar Council of India Trust at Andhra Pradesh Ordinance, 2025" for establishing the India International University of Legal Education and Research (IIULER) at Amaravati, Andhra Pradesh by Bar Council of India Trust.
This university will provide high-quality legal education and research. The main objectives of the India International University of Legal Education and Research (IIULER) in Andhra Pradesh are (i) to develop and disseminate the study and knowledge of law, legal processes and related fields, focusing on enhancing professional legal mindset; (ii) to enhance responsibility and commitment in the student and research scholar to serve society through the legal profession by developing important skills such as advocacy, legal services, law, legal reforms, etc., with appropriate emphasis on ethics and practices.
This will provide 20% reservation of seats for Andhra Pradesh students at the International University of Legal Education and Research (IIULER) in Andhra Pradesh, helping them to study quality legal education. Therefore, the India International University of Legal Education and Research (IIULER) is much needed for the state of Andhra Pradesh and this university will make Andhra Pradesh a center for legal education.
15. Higher Education Department
The Cabinet approved the proposal from the Higher Education Department to issue a notification for establishing the headquarters of Dr. B.R. Ambedkar Open University near Eluru, Andhra Pradesh, in accordance with Sub-section (4) of Section 3 of the Dr. B.R. Ambedkar Open University Act, 1982, superseding earlier orders.
By establishing this university, the government will facilitate higher education and lifelong learning opportunities to promote a more inclusive and knowledgeable society.
This initiative will not only make quality education accessible to all but also cater to the needs of diverse groups and empower students who do not have easy access to state or private universities in the state.
The government is establishing Dr. B.R. Ambedkar Open University in Andhra Pradesh to manage 70 study centers across the state, thereby serving the broader educational interests of students throughout Andhra Pradesh.
16. Higher Education Department
The Cabinet approved the proposal from the Higher Education Department to issue a notification for establishing the headquarters of Potti Sreeramulu Telugu University at Rajahmahendravaram, Andhra Pradesh in accordance with Section 3(2) of the Potti Sreeramulu Telugu University Act, 1985.
A notification has been issued to establish the headquarters of Potti Sreeramulu Telugu University at Rajahmahendravaram in Andhra Pradesh, as per Section 3(2) of the Potti Sreeramulu Telugu University Act, 1985 (Act No. 27 of 1985), thereby enabling the commencement of its operations in the State of Andhra Pradesh, superseding the orders previously issued in this regard.
The state of AP desires to have a Telugu University with the name and title 'Potti Sreeramulu Telugu University' to manage 3 centers in AP to meet the needs of students to study primarily Telugu language and literature and other objectives.
It will serve as a high-level research center in Telugu language, literature, and culture.
It will facilitate and govern advanced study and research in arts, culture, music, theater, painting, sculpture, architecture, archaeology, language, literature, grammar, linguistics, history, religion, philosophy, medicine, engineering sciences and handicrafts and the like based on Telugu language and literature.
It provides opportunity for research on ancient Telugu literature in every field keeping future scientific developments in view.
17. School Education Department
The Cabinet approved the proposal to ratify G.O.Ms. No. 13 issued by the School Education Department on 15.04.2025, creating 2,260 Special Education Teacher posts (1136 SGTs and 1124 School Assistants) by converting the same number of vacant surplus posts, in compliance with the orders of the Supreme Court of India in W.P.(C) No. 132/2016.
The Government of Andhra Pradesh has approved the creation of 2,260 new posts for special education teachers to enhance educational opportunities for students with special needs. The aim is to provide appropriate educational support for individuals with conditions such as intellectual disabilities and specific learning disabilities. This is a crucial step in restoring the educational rights of students with special needs and promoting equality in the educational system.
18. Revenue (Registration & Stamps) Department
The Cabinet approved the proposal to grant exemption of registration fee and user charges on cancellation deeds executed by Revenue/any authorities under the order of competent authorities under proviso rule 26(k)(i) of AP Rules under the Registration Act 1908, for the purpose of nullifying illegal alienation of Government/Assigned/Endowments/Waqf lands prohibited under Section 22-A of the Registration Act of 1908.
19. Revenue (Lands) Department
The Cabinet approved the proposal for alienation of 41.99 acres of Government land in K.Bommepalli village, YSR District, to M/s Adani Green Energy Limited at Rs.5,00,000/- per acre, totaling Rs.2,09,95,000/- as per G.O.Ms.No.12, for establishment of 1000 MW Pumped Storage Hydro Power Project.
20. Revenue (Lands) Department
The Cabinet approved the proposal for alienation of 12.87 acres of land at Peddakolla village, Sri Sathya Sai District, to M/s. Adani Green Energy Ltd. at Rs.5,00,000 per acre, totaling Rs.64,35,000/- as per G.O.Ms.No.12, for development of 500 MW Pumped Storage Hydro Power Project.
21. Revenue (Lands) Department
The Cabinet approved the proposal for allotment of 615.98 acres of land in Pynapuram village, Muthuku Mandal, SPSR Nellore District, to APIIC free of cost for establishment of an Industrial Park.
22. Revenue (Lands) Department
The Cabinet approved the proposal for alienation of 5.00 acres of land in B.Thandrapadu village, Kurnool District, to Employee State Insurance Corporation (ESIC) free of cost for construction of an ESIC Hospital, following the same approach used for ESIC Hospital in Guntur, rather than applying G.O.Ms.No.296, dated 24.12.2024.
23. General Administration (Law & Order) Department
The Cabinet approved the proposal to provide permanent employment to Sri Thota Veeranjaneyulu, son of Sri Thota Chandraiah who died in political clashes on 13.01.2022 in Macherla constituency of Palnadu district, by amending relevant Rules/Act Provisions.
Given the very poor economic condition of the deceased's family and the absence of any earning member in the deceased's family after the death of the applicant's father, the RDO of Gurazala and the Tahsildar of Veldurthi Mandal recommended providing employment to the applicant Sri Thota Veeranjaneyulu, S/o (late) Chandraiah, R/o Gundlapadu village, and also granting financial assistance to the deceased's wife.
24. Revenue (Lands) Department
The Cabinet approved the proposal to issue preliminary notification for transfer of Mandals of Punganur, Chowdepalli, Somala, and Sodam from Palamaner Revenue Division of Chittoor District and Rompicharla Mandal from Chittoor Revenue Division of Chittoor District to Annamayya District under Madanapalle Revenue Division as per sub-section (5) of Section 3 of A.P. District Formation Act, 1974.
25. Industries, Infrastructure & Commerce Department
The Cabinet approved the proposal on the recommendations of the State Investment Promotion Board (SIPB) in its meeting held on 15.05.2025, regarding the investment proposals of M/s. Daikin Air-conditioning India Pvt. Ltd.
The company will invest ₹2,475 crores in expanding its air conditioning manufacturing facility in Sricity, Tirupati District. This expansion is expected to generate employment for 5,150 individuals. Daikin has already invested Rs. 1,604 crores in Sricity. With this proposed expansion, Daikin will now increase its total investment to Rs. 4,079 crores.
26. Industries, Infrastructure & Commerce Department
The Cabinet approved the proposal on the recommendations of the State Investment Promotion Board (SIPB) made during its meeting held on 15.05.2025, with respect to the investment proposal submitted by M/s. Sensorem Photonics India Pvt. Ltd.
This project is expected to create 622 high-skilled jobs and marks a pioneering step in the state's semiconductor manufacturing sector.
27. Industries, Infrastructure & Commerce Department
The Cabinet approved the proposal for ratification of the three Memorandum of Understanding (MoUs) on Quantum Valley project entered into between the Government of Andhra Pradesh and M/s IBM, M/s TCS and M/s L&T.

This initiative will drive innovation, attract global talent, and create high-value employment opportunities for the youth of Andhra Pradesh. The Cabinet approved the proposal for approval of the draft Bill to amend the 5th Schedule to the AP Motor Vehicles of Green Tax, 1963 to reduce the rate of Green Tax in respect of Transport vehicles.
30. Law (Home-Courts) Department
The Cabinet approved the proposal for creation of 245 posts in different categories in Andhra Pradesh High Court.
These include posts in the District Judge cadre for Registrar (Judicial II), Registrar (Infrastructure), Editor, Joint Registrars, Deputy Registrars, Assistant Registrars, Section Officers, Court Officers, Scrutiny Officers, and Accounts Officer; Deputy Section Officers/Translators, Assistant Section Officers, Computer Operators, UD Stenos, Assistants, Examiners, Typists, Data Entry Operators, Copier Machine Operators, Senior System Officers, System Officers, System Assistants, Record Assistants, Office Subordinates, Project Leader/Project Head and Module Leaders/User Interface(UI) Web Designers. The Registrar General of the Andhra Pradesh High Court has requested the government to sanction these additional posts.
Accordingly, the government has decided to sanction two hundred and forty-five (245) posts in various categories in the Andhra Pradesh High Court.

31. Consumer Affairs, Food & Civil Supplies Department
The Cabinet approved the proposal to discontinue the current distribution system through Mobile Dispensing Units and restore the earlier system of distributing commodities directly through Fair Price Shops.
According to IVRS feedback from ration cardholders, 25% reported not receiving essential commodities, and 26% reported MDU operators charging excess amounts. Additionally, each MDU covered only three FPS areas in 15-17 days, there were issues of commodity diversion (288 cases registered), and operator shortage (570 vacancies). This decision will save the government Rs. 353.81 crores.
Previously, there was a system of distributing commodities through 29,000 Fair Price Shops. The previous government abolished this system and implemented a system of distributing ration items through MDU vehicles. For this purpose, Rs. 1,860 crores of public funds were misused for the purchase of 9,260 MDU vehicles. Another Rs. 200 crores were spent on the pilot project. However, these vehicles not only failed to provide any benefit to consumers but also led to rice smuggling. About 200 cases were booked against van operators who became participants in rice smuggling. They claim to distribute 93% of rations within three days, but consumers are not receiving goods properly. Each vehicle is being paid Rs. 27,000 per month from the corporation, yet there is no information on 570 vans so far.
Beneficiaries are facing many difficulties due to these vans, which cost Rs. 385 crores. Through Fair Price Shops, consumers could collect items at their convenient time, but they have lost this flexibility with the vehicles. Therefore, from June 1, we will start distributing goods through Fair Price Shops. We will provide door delivery to senior citizens above 65 years and differently-abled persons. This system will stop rice diversion. We will also provide facilities to sell other goods through Fair Price Shops. For those who obtained vehicles through SC, ST, BC, EBC, and other corporations and have paid 10%, these vehicles will be provided free of cost.
Under the Deepam-2 scheme, in the first phase, approximately 99,700 beneficiaries utilized the free gas cylinder facility. As part of the implementation of Deepam-2 Phase Two, about 70 lakh people have already booked for free gas cylinders. In Phase-3, we are taking steps to ensure the gas subsidy amount is directly deposited into beneficiaries' accounts in advance.
The Director of Information & Public Relations, Himanshu Shukla, and Commissioner of Civil Supplies, Saurabh Gaur, participated in this meeting.
