Amaravati, on the 29th of July, Minister Sathyaprasad made it clear that the State Revenue, Registrations, and Stamps Department will thoroughly investigate the incident of revenue records and documents being burned in the Madanapalli sub-collector's office of the Annamaiya district. On Monday, Chief Minister N. Chandrababu Naidu held a comprehensive review of the revenue department at the state secretariat. He issued directives to address the Madanapalli incident, emphasizing accountability and the implementation of preventive measures to avoid similar occurrences in the future. Additionally, he stressed the importance of rectifying inefficiencies within the revenue department and safeguarding assigned lands from unauthorized alienation. Subsequently, Minister Satya Prasad divulged the specifics during a press conference held at the fourth building of the Secretariat. The Government promptly addressed the Madanapalli incident, deploying the Special Chief Secretary of the Revenue Department, RP Sisodia, to the site for a three-day period. A comprehensive investigation was conducted, and the findings were presented to the government in the form of a report on Monday. It was reported that the current RDO, along with the previous RDO and a senior assistant, have been suspended in connection to this incident. The ongoing investigation suggests that the incident was not caused by an electrical short circuit, but rather by a deliberate act of conspiracy. In Madanapalle, numerous victims of former minister Peddireddy’s followers and YCP leaders filed complaints. It was stated that a thorough investigation will be conducted on all individuals involved in land encroachments across the state. The Chief Minister emphasized the prevalence of land grabs, particularly in the joint districts of Chittoor, Visakha, Nellore, and Prakasam. Prompt action is deemed necessary to restore public trust in the system. Initially, the Revenue Department Special Chief Secretary RP Sisodia, CCLA G. Jayalakshmi, and other officials will visit the four aforementioned districts. Subsequently, they will visit other districts to receive complaints from the public regarding land encroachments. Likewise, CM has also reviewed the matter of allotment cancellation of the lands that were misappropriated by private members with the support of the previous government and are being misused instead of being utilized for the intended purposes.
Minister Satya Prasad emphasized the urgent need to rectify the revenue department's shortcomings, as highlighted during the Chief Minister's review. He stressed the importance of preventing incidents like the Madanapalli episode from recurring and assured prompt and appropriate action. Minister Prasad acknowledged that approximately 80% of public complaints pertain to land-related disputes, necessitating heightened security measures in revenue offices. To effectively combat land grabbing, he mentioned the ongoing study of Gujarat's legal framework for controlling such malpractices.

Revenue Minister Satya Prasad announced the upcoming distribution of new Pattadar passbooks equipped with Royal Seal and QR codes to farmers. These passbooks will provide enhanced features, allowing farmers to access farm-related information and directions by simply scanning the QR code. Minister Prasad highlighted the significant cost savings that could have been achieved in the revenue department if the previous Chief Minister Jagan had not spent Rs. 13 crores on passbooks bearing his photograph.

Minister Satya Prasad informed the press that the previous administration had committed numerous illegalities in the allocation of dotted lands. These illegalities were exacerbated by changes in authorities and the introduction of new laws in the name of reforms, as the Chief Minister discovered upon reviewing the situation. The online system, the deletion of entries in 22A, and the ease with which survey numbers could be changed all contributed to widespread irregularities. Furthermore, it was discovered that Tehsildar offices' systems had been compromised by granting unauthorized individuals access to passwords. He said that assigned land has gone from the common people to the hands of political leaders, and there have been many irregularities in this matter. The new law has not benefited the poor, but the political leaders have benefited. 22A to prepare full reports on where the lands passed from the hands of the SCs to political leaders. Minister Satya Prasad said that the CM has ordered the preparation of comprehensive calculations on how many were withdrawn and how many places such transactions took place.

This information includes the dates of the transactions, the previous owners of the land before the government's acquisition, the subsequent purchasers, the original land prices, and the amounts paid by the government for the land. The Chief Minister has emphasized the prevalence of land grabs, particularly in the combined districts of Chittoor, Visakha, Nellore, and Prakasam. Consequently, the government must take swift action to restore public trust in the system. Furthermore, the Chief Minister reviewed the issue of canceling land allotments granted by the previous government if the lands were misused instead of being utilized for their intended purposes.
The Revenue Minister, has clarified that during the previous government's tenure, a land resurvey was conducted in 7,000 villages. To ensure the accuracy and integrity of the resurvey process, Gram Sabhas will be tasked with conducting a re-review. It has been alleged that the previous government misused public funds by installing 77 lakh survey stones bearing the image of the then Chief Minister, Jagan. This resulted in an expenditure of 650 crores, and now an additional 15 crores are required to remove these stones. The Chief Minister has instructed officials to explore options for utilizing these stones without incurring additional costs to the state.
Furthermore, the Special Principal Secretary of the Revenue Department, RP Sisodia, expressed his belief that the recent incident in Madanapalli was not caused by a short circuit but rather a deliberate act of sabotage. It has been stated that the forensic report will reveal all the facts. Allegedly, documents bearing forged signatures of certain Tehsildars were submitted during those years. Sisodia reiterated that approximately 2,445 files were incinerated in the incident, and the CC cameras in the sub-collector’s office were also non-functional, suggesting that the incident was a deliberate act.
