    P4 A Battle Against Poverty, A Chance to Make History

    Bangaru Kutumbams Will Receive Full Welfare Support

    First General Body Meeting of Swarna Andhra–P4 Foundation Held Under CM’s Leadership

    Amaravati, July 4: The inaugural General Body meeting of the Swarnandhra‑P4 Foundation was chaired by Chief Minister N. Chandrababu Naidu on Friday. Held at the State Secretariat and attended via video conference by ministers, public representatives, and officials from district to mandal levels, the CM directed the formation of two central committees—a state-level Executive Committee and an Advisory Committee. In the same session, it was decided to establish P4 chapters at district and constituency levels, composed of vice‑chairmen of the Swarnandhra‑P4 Foundation (including assigned ministers), public representatives, and government officials. The CM also endorsed the official P4 logo and provided strategic direction to all participants.

    Bring the P4 Spirit to the People
    “Our goal is to bring light into the lives of the poor through the P4 approach. Its message must reach deep into every community. It aims to reduce gaps between the rich and the poor. While previous schemes inspired enthusiasm with the name ‘Janma Bhoomi,’ the response to ‘P4’ has also been encouraging. By August 15, we aim to identify 1.5 million bangaru kutumbams (golden families) and appoint 100,000 guides. These guides must support their families continually—providing both initial aid and ongoing mentorship. It’s not enough to assist once; we need committed mentors who stay engaged. Identify these mentors—from NRIs, industries, philanthropists across constituencies—who are already helping the poor in various ways. Bring them onto the P4 platform.” said the CM.

    A Vow to Create a Poverty-Free Society
    “With P4, our vision is to eliminate poverty in the state by 2029. This isn’t an ordinary goal—it’s a battle we must win to make history. Once we are resolved, even the impossible becomes possible. We must observe evolving development paradigms like PPP models and newer VGF funding mechanisms. Embracing these can spur our state’s growth. Similar to how the ‘Janma Bhoomi’ program created substantial assets in rural and urban areas, P4 will uplift the poor and reduce economic inequality. Here, the top 10% who have prospered will invest in the bottom 20% who remain in poverty—creating a meaningful “give-back” culture. Examples include philanthropic models like the Bill & Melinda Gates Foundation or Vedanta and GMR Foundations,” CM Chandrababu Naidu explained.

    P4: No Reduction In Welfare Benefits
    “For families designated as Bangaru Kutumbam under P4’ there will be no reduction in existing welfare benefits under any government scheme—this has been clearly stated before, and I affirm it again. There will be no overlap between welfare services and P4 support. While welfare benefits continue, additional financial assistance will be channeled via P4. Despite massive welfare expenditure over 75 years, poverty persists. Financial upliftment for the poor requires timely and appropriate guidance. Many beneficiaries come from small, marginalized families who have achieved success in various fields. P4 is designed to serve as that guidance force. Mentors should help youth and students in Bangaru Kutumbams set and achieve career goals. Poverty shouldn’t hinder aspirations. Mentors must support them through our program. I have spoken with many willing individuals—entrepreneurs, philanthropists—who are ready to join this movement,” the CM stated.

    P4: A Stage for Recognition and Respect
    “Public acknowledgement fuels motivation. People who help the poor, whether through financial aid or direct service, must be identified and honored. The P4 platform provides an excellent stage for public recognition. Each constituency will select 6,000–10,000 bangaru kutumbams—this is a tremendous opportunity for MLAs to serve and uplift constituents. Competition should emerge not just among MLAs but also among administrators, to match mentors with Bangaru Kutumbams. In constituencies with industries, promoters will be encouraged to adopt local bangaru kutumbams, while in less affluent areas, mentors from philanthropists or external agencies will be assigned. Everyone should become a partner in this effort. Officials must update mentor and beneficiary data in real time. A dedicated dashboard will track progress,” clarified the CM.

    P4 Logo Approved
    Six logo designs, each reflecting the essence of P4, were presented to the CM. After gathering feedback, a final logo was selected and approved. “Hereafter, plan outreach measures to promote it widely. Share success stories and case studies of Bangaru Kutumbams that have benefitted. Also, recognize mentors adequately. I also want to commend Bapatla district for leading in P4 implementation—this success is due to the dedication of its local representatives and the district collector. MLAs have expressed their commitment to extending full cooperation. They also clarified a few implementation-related doubts. Present at the meeting were ministers, public representatives, Swarnandhra‑P4 Foundation vice‑chairman Parivararao, and Principal Secretary C.S. Vijayanand, among other senior officials.
