Andhra Pradesh Medical Council(APMC) Chairman Dr Srihari Rao and Registrar Dr Ramesh told that today's press conference was called to explain the reasons for not giving permanent registration to Foreign Medical Graduates (FMGs).
The FMGs who passed in Foreign Medical Graduate examination conducted by the National board of examinations, new delhi in January 2023 were for first time counseling was done and allotment was given in all medical Colleges in AP state. These FMGs allotment was done as per the instructions issued by the National Medical Commission(NMC).
Such of the FMGs who completed the course completely offline in that country where they studied and who came back to India due to COVID 19 or due to Ukraine war and later went back and finished their course were allotted to do internship for one year.
FMGs who came back to India and studied online and didnot go to back to the university in that country were alloted to do 2 years of internship.
When these FMGs were doing their internship NMC issued fresh guidelines in November 2023 and December 2023 stating that such of the FMGs who returned back and studied penultimate year and final year online being in India have to do 2 years of clerkship because of loss of clinical training followed by one year of internship to make up for offline training.
If the FMGs studied online in the final year only they have to one year of clerkship and later one year of internship. This has to be implemented and the FMGs have to be continued to do as per these guidelines.
Accordingly, orders were issued to principals of all medical Colleges to communicate the same to the FMGs.
Many FMGs continued to do the 2nd year also.
However some FMGs did not want to do the 2nd year approached the Hon'ble high court of Andhra Pradesh. The Hon'ble high court after listening to the plea gave a judgement that all the rules issued by the government of India and national medical commission should be followed regarding online and offline study and the compensation certificate submitted by the FMGs have no merit and dismissed the case. One FMG filed an appeal to the bench and arguments are already over and judgement is reserved and will be pronounced shortly. Some of the FMGs joined back to complete their 2 years of internship and clerkship.
All the rules/public notices/ instructions issued by the NMC are sincerely followed.
The FMGs without waiting for the final judgement suddenly started dharnas which the andhra pradesh medical Council is not aware. On 1st July 2025 Hon'ble health minister for health and family welfare who was invited for doctor's day celebrations in Dr ntr university of health sciences after reaching the venue went to meet the agitating FMGs listened to their grievances and assured them that he discuss with the andhra pradesh medical council authorities and settle the issue. Accordingly Hon'ble minister sir took up the issue and conducted a meeting on 02.07.2025 about this FMGs issue. After detailed discussion, Hon'ble minister sir instructed the chairman and the registrar of Andhra Pradesh Medical council to rush to delhi after taking a appointment with NMC and represent the grievances of FMGs and find a solution to the problem. Chairman and Registrar agreed to go to new delhi to meet the NMC officials in this issue. It is in this issue that the FMGs were not convinced and they insist on continuing their agitation inspite of Hon'ble minister sir assurances.
The compensation certificate submitted by most of the FMGs is not justified for their period of online study with offline study. These FMGs who approached the NMC with their compensation certificate were instructed to do 2 years of internship as it was not specifying the period and the allotment letter issued by andhra pradesh medical council for 2 years internship is justified.
All the rules of NMC were followed in this regard.

Please do not do dharnas and agitations. Attend to your duties as per the guidelines of NMC.
