Minister Parthasarathi briefed the Cabinet Decisions to the Media at AP Secretariat

 Minister for Information and Public Relations & Housing Sri Kolusu Parthasarathi briefed the Cabinet Decisions to the Media at Publicity Cell , AP Secretariat after completion of the 31st e-Cabinet meeting held under the chairmanship of Hon'ble Chief Minister Sri Nara Chandrababu Naidu.

1. Water Resources Department:
The State Council of Ministers approved the proposal for the draft Bill to amend Section 14 of the Andhra Pradesh Farmers Management of Irrigation System Act, 1997 by omitting sub-section (5) relating to disqualification for selection or for continuing as (Chairman or Vice-Chairman or President or Vice-President) a member of the Managing Committee.
Previously, the two-children norm was implemented due to high population. After 28 years of implementation, the fertility rate in the state has significantly decreased. Currently, the Total Fertility Rate is 1.6. If this continues, the state’s future will be in danger. Therefore, the Total Fertility Rate should be at least 2.1.
In this context, the norm that one should not have more than two children needs to be removed. From now on, persons with more than two children can also be selected and continued as members in the Management Committee. Through this amendment, sub-section 5 of Section 14 of the AP FMIS Act, 1997 will be deleted.

2. Water Resources Department:
The State Council of Ministers approved the proposal to grant administrative approval for two works worth Rs.72.30 crores viz., (i) HNSS Project - Phase-I: Commissioning of Amidyala Lift Scheme near Raketla village and (ii) HNSS Project - Phase II: Package 52 A (Balance work). The works started in 2019 were cancelled by the previous government.

3. Water Resources Department:
The Council of Ministers approved the proposal to grant administrative approval for 4 flood damage repair works worth Rs.449.92 lakhs towards critical safety and structural integrity of both Prakasam Barrage and Diviseema Region. Due to floods last year, 517 works have already been undertaken with Rs.107 crores for damage mitigation.

4. Water Resources Department:
The Council of Ministers approved the proposal to grant administrative approval for the work “Strengthening of radial crest gates with necessary Plates, Angles, high Tension Bolts & Nuts to Mylavaram Dam in YSR Kadapa District” for an estimated amount of Rs.3,19,48,000/-. Due to heavy inflow in November 2021, all these were damaged, but the previous government did not care.

5. Water Resources Department:
The Council of Ministers approved the proposal to grant administrative approval for Rs.126.06 crores for the work “Supply of water to Mulapalli Tank (Near Naravaripalle) and 4 cascading tanks and Kalyani Dam from Neeva Branch Canal of HNSS system to feed an ayacut of 1154.03 acres and to provide drinking water to Tirupati and Tirumala in Tirupati District”. Tenders were issued in 2017-18 to provide irrigation water for 1.15 lakh acres and drinking water to Tirupati and Tirumala. But the works were not started and the previous government cancelled these works.

6. Water Resources Department:
The Council of Ministers approved the proposal to grant administrative approval for Rs.55.60 crores for the “Kottalapalli Lift Scheme near Ragulapadu Village, Vajrakaruru Mandal to Lift 100 Cusecs of Water from HNSS Main Canal at Km 177.000 to irrigate an Ayacut of 10,500 acres in the Uravakonda, Vajrakarur and Vidapanakal Mandals in Ananthapuramu District”. Irrigation and drinking water will be provided to 10,500 acres.

7. Water Resources Department:
The Council of Ministers approved the proposal to grant administrative approval for Rs.5.20 crores for the work “Replacement of Rubber seals, erection of new walkway bridge, sand blasting & painting to radial crest gates, supply & erection of new main control panel boards, sub-distribution panel boards, control panel boards, dam beautification to Mid Pennar Project, Anantapuramu”. It was constructed in 1962. Its maintenance has not been done completely for the last 10 years.

8. Transport, Roads & Buildings Department:
The Council of Ministers approved the ratification of orders issued vide GO Ms. No.33, TR & B (Tr.1) Department, dated: 13.09.2025 for providing financial assistance of Rs.15,000/- per annum to self-owned Auto Rickshaw/Motor Cab/Maxi Cab drivers for the year 2025-26. Through implementation of this scheme, approximately 2,90,669 drivers across the state will benefit to the tune of Rs.436 crores. We will implement this scheme on the 4th. If any eligible person does not receive this scheme, appropriate action will be taken by bringing it to the attention of the government immediately.
The Mahila Shakti scheme has already been availed by 10 crore women. Keeping in mind the difficulties faced by auto drivers due to this, the government decided to implement this scheme to solve their problems.

9. Youth Advancement, Tourism & Culture Department:
The Council of Ministers approved the proposal for inclusion of initiatives for promotion of Caravan Tourism in the 2024-29 A.P. Tourism Policy. Caravan parks and caravans need to be set up. There are 25 caravan parks and 150 caravans in other states. Due to this policy, caravan parks and caravans could not be registered in our state. Life tax rebate for those who set up caravans, stamp duties and incentives for those who set up parks will be provided.

10. Youth Advancement, Tourism & Culture Department:
The Council of Ministers approved the proposal for inclusion of framework and certain initiatives to encourage the development of Homestays/Bed & Breakfast (B&B) in the 2024-29 A.P. Tourism Policy. Since there are no large hotels in temple areas, the government has included this addendum to the Tourism Policy to encourage these homestays. Permission will be given for these homestays up to six rooms.

11. Municipal Administration & Urban Development Department:
The Council of Ministers approved the proposal to grant administrative approval for Rs.10,319.93 crores for implementing 281 AMRUT 2.0 projects under PH&MED and APGBC, approved in Revised State Water Action Plan Tranche I & II under the Concessionaire Hybrid Annuity Model (CHAM) and subject to certain conditions. These 281 works have already been approved through Amrut 2.0 under the revised State Water Action Plan Tranche I & II. As per suggestions made by bidders, they requested to consider the 2025-26 SSR.

12. Municipal Administration & Urban Development Department:
The Council of Ministers approved the proposal for formation of a Special Purpose Vehicle (SPV) under the Companies Act, in line with the broad Objectives outlined and resolved by the A.P. Capital Region Development Authority vide Resolution No.575/2025, dated 02.09.2025, for the development, implementation, operation and management of special projects to achieve the targeted development in the Amaravati Capital City and Region.

13. Municipal Administration & Urban Development Department:
The Municipal Administration & Urban Development Department’s proposal was approved by the Council of Ministers for (a) Withdrawal of Ac.343.36 cents of land from the previous Land Acquisition Notification, and to take necessary action in Court cases; (b) To accord permission to the Commissioner, APCRDA, for filing requisition for acquisition of land parcels under the Land Acquisition, Rehabilitation & Resettlement (LA R&R) Act, 2013 before the District Collector, Guntur, as and when required for completion of ongoing projects, land allotments to institutions and returnable plot allotments for formation of the Capital City; and (c) To exempt the present APCRDA project and the land acquisition proceedings initiated for the same, being an infrastructure project, from the provisions of Chapter-II (Social Impact Assessment and determination of public purpose) and Chapter-III (Safeguarding food security) of the RFCTLARR Act, 2013, as per the provisions of Section 10A(e), Chapter-IIIA of Act 22 of 2018 of the RFCTLARR (Andhra Pradesh Amendment) Act, 2018.

14. Animal Husbandry, Dairy Development & Fisheries Department:
The Council of Ministers approved the proposal to set aside the orders issued in G.O Ms. No. 10, AHDD&F (AH-II) Department, dated: 24.05.2014 pertaining to cancellation of allotment of 26.19 Acres at Regional Poultry Farm, Lam, Guntur, in favour of SVVU University, Tirupati (16.19 Acres) and to the Guntur District Veterinary Officers Mutually Aided Cooperative Housing Building Society Limited (10 Acres), issued in G.O Ms. No. 100, AHDD&F (AH-II) Department, dated: 13.10.2008 and to restore the earlier orders issued in G.O Ms No. 100, AHDD&F (AH-II) Department, dated: 13.10.2008 in compliance of the orders of the Hon’ble High Court of Andhra Pradesh.

15. Agriculture & Cooperation Department:
The Council of Ministers approved to avail the additional working Capital loan of Rs.1,000 Crore from National Cooperative Development Corporation (NCDC) through AP State Cooperative Marketing Federation Limited (AP MARKFED) and transfer the amount to AP State Civil Supplies Corporation Lieutenant (APSCSCL), Vijayawada, as inter-corporate loan to clear paddy procurement dues, duly extending Government guarantee. This year the government procured about 53 lakh tonnes of grain and made payments within 24 hours for 95 percent of the grain. The government purchased 20 million kg of tobacco. The government gave an additional Rs.50/- per kg to cocoa farmers and an additional Rs.4/- per kg to mango farmers.

16. Revenue (Endowments) Department:
The Council of Ministers approved the proposal for the draft bill to amend Section 19(1)(b) of the AP Charitable and Hindu Religious Institutions and Endowments Act, 1987 (1987 Act No.30) by omitting the words “or is suffering from Leprosy” from the said Section.

17. Revenue Department:
The Council of Ministers approved the proposal for approval of Memorandum of Understanding to be entered between Government of Andhra Pradesh and Survey of India, Ministry of Science and Technology, GOI, for integration of A.P. Continuously Operating Reference Station (CORS) network with the National CORS platform, and also to authorize the Director of Survey Settlements & Land Records, Mangalagiri to sign the MoU. This database will be useful for surveying land details. There will be an opportunity to supply this data to anyone.

18. Revenue Department:
The Revenue Department’s proposal was approved by the Council of Ministers stating that the land rate fixed @ Rs.5,00,000/- per acre was determined considering all the aspects at that point of time and subject to usual conditions, as per the then policy in terms of G.O.Ms.No.16, Energy (POWER.II) Department, dated 13.06.2020 vis-a-vis the market value of Rs.6.25 lakhs/- per acre as proposed by the District Collector and as clarified by the Energy Department for alienating Government land to an extent of 174.10 acres in Pinnapuram Village, Panyam Mandal in Nandyal District in favour of the NREDCAP for establishment of Integrated Renewable Energy Project by Messrs Greenko AP01 IREP Private Limited, on payment of the land rate.

19. Energy Department:
The Council of Ministers approved the Energy Department’s proposal to amend certain clauses in GO Ms. No.36, Energy (Power.II) Dept., dt:21.04.2025 and GO Ms. No.20, Energy (Power.II) Dept., dt:06.02.2024, on the request of the Chairman & Managing Director, APTRANSCO, Vijayawada.

20. Energy Department:
The Council of Ministers approved to constitute an Advisory Committee for promotion of Green Hydrogen and its derivatives as per Green Hydrogen Valley Declaration, AP, as proposed by the VC & MD, NREDCAP. For the first time in the country, measures have been taken to develop Green Hydrogen in our state.

21. Energy Department:
The Council of Ministers approved on the request of M/s AM Green Ammonia (India) Private Limited, for Exemption of Stamp Duty under Section 9 (1) of the Indian Stamp Act, 1899 and Registration Fee under Section 78 of the AP Registration Act, 1908 and also fine for condonation of delay in presentation of document for 1.0 MMTPA Green Hydrogen based Green Ammonia Manufacturing Facility at Kakinada.

22. Water Resources Department:
The Council of Ministers approved the Water Resources Department’s proposal for pre-closure of the work “Package 2 - Improvements to Right side flood bank of Kalangi river from KM 0.000 Tanayali Anicut to KM 27.050 near Sea Confluence including - Investigation design drawings estimation and formation of flood bank duly getting approval from the competent authority including reconstruction of existing sluices / New construction of structures along the flood bank and formation of W.B.M road etc.,” entrusted to M/s GVR Infra Projects Limited vide Agt. No. 106 SE/ 2008-09, dated 05-03-2009.

23. Revenue Department:
The Council of Ministers approved the Revenue Department’s proposal for approval of the Draft Bill to Amend “The Andhra Pradesh Assigned Lands (Prohibition of Transfers) Bill, 2025” with regard to the Amendments to Clause (6) of Section 2 and sub-section (2) and (2A) of Section 3 of the AP Assigned Lands (Prohibition of Transfers) Act, 1977 (1977 Act N).
