*Amaravati, June 23:*
Chief Minister N. Chandrababu Naidu stated that real development in the state is only possible through political governance. He emphasized the need for officials and public representatives to work in coordination. Inspired by the spirit of Yoga Day, he called for building a healthy, wealthy, and happy Andhra Pradesh, with a collective focus on 2029 and 2047 goals. He encouraged IAS officers to adopt "Golden Families" and support their development. The CM stressed the need to achieve a 15% growth rate under any circumstances, stating that clear goals and innovative thinking are the key to fulfilling aspirations. He made these remarks during the 'First Step towards Good Governance' event held near the Secretariat in Amaravati, marking one year of the coalition government.
*Showing What a Double Engine Government Can Achieve*
By 2047, India will complete 100 years of independence. To reshape the nation’s future, Prime Minister Narendra Modi has launched the Viksit Bharat-2047 vision. Similarly, we have formulated the Swarna Andhra Vision-2047 for the state. It is because the people gave us the mandate that we are gathered here today. The people overwhelmingly supported the NDA alliance, leading to a 94% strike rate in the elections. This victory is a result of the trust reposed in us. Fulfilling people’s aspirations is the duty of the government and public representatives. We are demonstrating the developmental potential of a double engine government. Without the Centre’s support, we would not even be able to breathe. We promised to protect and rebuild the state, and although we don't claim to have done everything in one year, we have accomplished more than expected. This is my fourth term as CM — it’s not new to me — but these are challenging times. Even in 1995, with a collapsing economy and no funds for salaries, we managed to govern effectively. In 2014, after bifurcation, we didn’t even have chairs to sit on, yet from governing in a bus, we achieved 13.5% growth. This ‘First Step towards Good Governance’ initiative is an opportunity to reflect on where we started, what we’ve achieved so far, and what lies ahead.
*Three Parties Moving Forward in Coordination*
Pawan Kalyan and I stressed that votes should not split. Our call was not for our victory but for the future of the state — thus, TDP, Jana Sena, and BJP forged ahead together. Despite being a coalition of three parties, the government is running smoothly without any hurdles. I thank Deputy CM Pawan Kalyan, BJP State President Purandeswari, and the Central Government for their cooperation. If officials and public representatives work together, anything is possible. Delivering the government’s outcomes to the people is our collective responsibility. To fulfill it, we must constantly learn, study people’s problems, and act as per their needs.
*Five Years of Chaos and Stagnation*
We are moving towards development as per the people's expectations. There is immense hope in the coalition government, but we also face many challenges. Nevertheless, the NDA is committed to fulfilling the promises made to the people. In addition to Super-6, we made several election promises — we are reviewing their implementation. Political governance means owning the responsibility to implement promises after coming to power. The previous government's destruction drove investors away and shattered industrial confidence. Youth were left jobless. Law and order was damaged. For five years, they toyed with the idea of three capitals, causing confusion and conflict.
*Only Those Who Create Wealth Deserve to Spend*
Completion of the Polavaram Project will solve major problems and address water needs. Andhra Pradesh is a water-rich state in South India. If rivers are interconnected, the state will prosper. But the previous government neglected the project so badly that the diaphragm wall was damaged. They created doubts about whether governance even existed. Everywhere, people experienced harassment and suppression. Governance should be for the people — but they didn’t even think along those lines. With no plan, they borrowed ₹10 lakh crore. Only those who increase income through wealth creation can rightly implement welfare schemes. Borrowing without increasing income is unsustainable. NITI Aayog’s 2022–23 report also stated there was no scope for more loans. We are now burdened with loan repayments and interest while implementing welfare schemes. They crippled every system. The mining department alone lost ₹10,000 crore in revenue. Refusing to use contracted solar power cost us ₹9,000 crore. They misused central funds and welfare funds alike. A robust economy can be sustained only when empowerment, investment promotion, wealth creation, and revenue enhancement are pursued equally. Narendra Modi laid the foundation for a stable economy at the Centre — improving standards of living and increasing per capita income.
*Work with Determination to Deliver Justice*
Upon assuming office, I signed off on four key promises. Recruitment for 16,347 teacher posts has been approved and exams are underway. The previous government didn’t even conduct one DSC. We repealed the Land Titling Act and introduced the Anti-Land Grabbing Act. Around 80% of complaints from the public relate to revenue issues — officials must work with commitment and deliver justice to eligible citizens within a year. We are distributing pensions more generously than any other state. The 203 Anna Canteens shut by the previous regime have been reopened — over 4 crore meals served so far. The Centre is extending strong support: ₹11,440 crore for Vizag Steel Plant, ₹15,000 crore for Amaravati capital development, and ₹12,500 crore for Polavaram. We're aiming for 2027 completion. ₹5,000 crore has been allocated for Orvakallu and Kopparthy industrial parks. Works are underway for Visakhapatnam Railway Zone too.
*We Kept Our Promises*
As promised before the elections, we’re providing ‘Thalliki Vandanam’ to every mother, regardless of the number of children. Free bus travel for women will begin on August 15. Gouds have been given 10% reservation in liquor shops. Each fishing family received ₹20,000 as ban compensation. We are providing drip irrigation to farmers with a 90% subsidy. We have resolved to install solar rooftops on 20 lakh houses — free for SC/STs and with ₹98,000 subsidy for 3 kW setups for BCs. Officials must take responsibility for implementing this. Handloom weavers are getting 500 units of free power if they have looms, and 200 units otherwise. Bhogapuram Airport is progressing rapidly and will be operational next year. We’ve taken up the ₹3,800 crore Handri-Neeva works in just one year. The Polavaram left canal will be completed to supply water to Anakapalli. We’re focusing on irrigation projects. Roads across the state are being repaired to be pothole-free. MSME parks are being set up in all 175 constituencies. Ours is the only government to introduce 33 investment policies. Officials and public representatives must bring investments to constituencies.
*Despite Challenges, We Achieved Growth*
Metro rail projects in Vijayawada and Visakhapatnam have been approved by the Centre. The previous government cancelled 95 Centrally Sponsored Schemes; we’ve revived 82 of them. We moved from 'Ease of Doing Business' to 'Speed of Doing Business.' We’re issuing permissions and incentives to investors promptly. Land records must be rectified to ensure justice. MROs and RDOs are here — this must be done without fail.
*No Harm to Telangana from Godavari–Banakacharla Project*
The Godavari–Banakacharla project will not harm Telangana. For the welfare of both Telugu states, Godavari waters must be jointly utilized. Over 3,000 TMC of water is going waste into the sea — even partial use would benefit both states. We’ve increased paddy procurement and provided Gokul sheds to dairy farmers. ₹3,800 crore has been spent on Handri-Neeva. We introduced a new food processing policy and provided power subsidies to aquaculture farmers. All credit for organizing Gram Sabhas in every village goes to Pawan Kalyan. Minister Nara Lokesh has conducted mega parent-teacher meetings in all schools. We’re working to develop the health sector — aiming for at least a 100-bed hospital in every constituency, for which MLAs must take the lead. We are implementing key welfare schemes like Deepam, Thalliki Vandanam, and pensions. Through P-4, we are supporting poor families — identifying 87,226 'Golden Families' and assigning their development responsibility to 7,867 mentors. P-4 aims to reduce economic inequalities.
