The Union Public Services Commission (UPSC) has made important changes in the Civil Services 2025 exam application process. According to the notification issued by the UPSC, the commission has made it mandatory to submit documents online at the Prelims stage itself, such as educational, caste, and physical disability certificates

This step has been taken after the Pooja Khedekar controversy, in which it is alleged that she forged identity documents, misrepresented information, and concealed facts to get additional attempts in UPSC CSE 2022. Earlier, candidates were required to upload these documents only after passing the Mains exam.
The official notice states, 'Candidates who wish to apply for the Civil Services Examination will have to apply online and submit the required information and supporting documents related to the date of birth, category (such as SC/ST/OBC/EWS/PwBD/Ex-Servicemen), educational qualification and service preferences, etc. along with the online application form.'
This is the major change in the application process.
Candidates applying for the UPSC CSE 2025 prelims exam will be required to upload educational certificates, caste certificates, and physical disability certificate documents in the online form.
If someone does not submit the documents, then this action will be taken.
The commission has made it clear that if the candidates fail to upload the required documents or information during the initial application process, their candidature will be canceled. Earlier, candidates were required to upload these documents only after passing the Mains exam.
10 days for cadre preference
According to the notification, candidates will get 10 days time after the preliminary exam result to submit cadre preference. Apart from this, candidates who qualify for the interview will be given 15 days time after the declaration of the Civil Services (Main) exam result.
