We Will Not Remove Village/Ward Secretariat Staff – No Need to Worry: Minister Dr. Balaveeranjaneya Swamy

Amaravati, May 21:
The Andhra Pradesh Government has no plans to reduce the number of village and ward secretariats or terminate any of the employees working in them, clarified Dr. Balaveeranjaneya Swamy, Minister for Village/Ward Secretariats and Social Welfare. He urged employees not to be anxious or concerned about recent developments, as the government is committed to strengthening the secretariat system for delivering better services to citizens in real time.

Speaking to the media at the State Secretariat on Wednesday, the Minister stated that a recent Government Order (G.O.) had been issued regarding the rationalization of secretariats to enhance the delivery of public services. As part of this restructuring, the government has categorized the secretariats into three types—A, B, and C—based on population, and is redistributing staff accordingly.

According to the new categorization:

Secretariats serving a population of up to 2,500 will have 6 staff members.

Those serving between 2,500–3,000 people will have 7 staff members.

Secretariats with more than 3,000 people will be allotted 8 staff members.

The Minister added that a cluster system will be adopted, and once the redistribution of staff is completed, transfers will be initiated. Until then, no transfers of secretariat staff will take place during the current general transfer cycle. He noted that there are currently discrepancies in staff distribution—some secretariats have as many as 10 staff while others are running with just 3 or 4—leading to work overload in some areas and underutilization in others. The government aims to resolve these issues and ensure that all staff are optimally deployed and citizens receive timely services.

Dr. Balaveeranjaneya Swamy also announced the introduction of a three-tier monitoring system to improve the performance of the secretariats. Under this plan:

Planning Boards will be set up at the district, mandal, and assembly constituency levels.

At the district level, the District Collector will be in charge.

At the mandal level, the MPDO will oversee operations.

At the constituency level, an appointed officer along with a designated team will continuously monitor the functioning of village and ward secretariats.

The Minister was accompanied by Shiva Prasad, Director of Village/Ward Secretariats, during the press conference.
