The Ministry of Panchayati Raj (MoPR), Government of India (GoI) has instructed all the States to observe National Panchayati Raj Day (NPRD) on 24th April 2025 in a befitting manner across all levels of the Panchayati Raj system. In compliance with these directions, all the CEOs, ZPPs and DPOs are requested to organize celebrations at the District, Mandal, and Gram Panchayat levels, ensuring active community participation. As part of the celebrations, Special Gram Sabhas shall be convened in all Gram Panchayats, with participation from citizens and officials of all Line Departments.
At the district and mandal levels, functions may be conducted to showcase Panchayat-level development and promote the spirit of decentralised governance under the theme “My Panchayat, My Pride.” The following community engagement activities are to be taken up at the Gram Panchayat level: i. Laying of foundation stones for visible assets planned under the Gram Panchayat Development Plan for the Financial Year 2025–26; ii. Setting up of a “Wall of Governance” or Panchayat Achievements Gallery; iii. Organizing village-level campaigns under the theme “My Panchayat, My Pride”; and iv. Mapping of Panchayat Virasat, which includes identification of heritage structures or cultural traditions that are over 100 years old and displaying them on village signage boards. For organising the programme on National Panchayati Raj Day, each Gram Panchayat is permitted to incur an expenditure of Rs. 1,000, Mandal to PRR02-23038(31)/4/2025-SPC-PRRD I/4062392/2025 incur an expenditure of Rs. 10,000, and District to incur an expenditure of Rs. 25,000 from their respective General Funds. For coordination, Sri. Srinath Naini (Ph: 9121775555), State Programme Coordinator, Rashtriya Gram Swaraj, shall act as the State Nodal Officer.
At the District level, CEOs, ZPPs (in erstwhile districts) and DPOs (in newly formed districts) shall act as Nodal Officers. At the Mandal level, Mandal Parishad Development Officers shall coordinate activities as Mandal-level Nodal Officers, and at the Gram Panchayat level, Panchayat Secretaries will act as Nodal Officers to conduct Special Gram Sabhas. All concerned officers are requested to take immediate necessary action to ensure successful conduct of National Panchayati Raj Day 2025 celebrations, in alignment with the Ministry’s guidelines and in a manner that reflects the pride and progress of rural local governance in the State. The CEOs, ZPPs and DPOs shall take necessary action in this regard.
